About this opportunity
NASA's National Aeronautics and Space Administration Shared Services Center has published a Special Notice regarding the establishment of a data pipeline via a global network of meteor radars. The agency intends to award a sole source contract to ARGON CONCEPTUAL SYSTEMS, LLC under FAR 13.106-1(b)(1)(i) authority, as it has been determined that this contractor is the sole provider capable of performing the required work. The procurement will be managed by NASA's Shared Services Center with performance located at NASA's Goddard Space Flight Center. The government intends to acquire commercial items and services using FAR Part 12 and Part 13 procedures. The NAICS code for this procurement is 541715, which falls under Research and Development in the Physical, Engineering, and Life Sciences.
The Special Notice invites interested organizations to challenge the sole source determination by submitting written capabilities and qualifications no later than December 18, 2025 at 2:30 p.m. Central Standard Time. The underlying Statement of Work details NASA's requirement to recover, standardize, and operationalize meteor radar data streams from six international SKiYMET radar sites located in Brazil, Australia, and Indonesia, with the goal of supporting upper-atmospheric research and space-weather forecasting through WMO-compliant BUFR data products. The contractor will be responsible for re-establishing operations at the sites, developing standardized data pipelines, providing engineering services, and establishing monitoring procedures to ensure continuous data validation. The contract period extends from award through September 30, 2027, with a 24-month target milestone for establishing fully functional global data pipelines. All responses must be submitted in writing to the identified point of contact, and the government reserves the right to proceed competitively based on responses received.
