About this file

This Statement of Work (SOW) details NASA's requirement for recovery, standardization, and operationalization of meteor radar data streams from six international SKiYMET meteor radar sites. The project aims to support upper-atmospheric research, space-weather forecasting, and model assimilation activities by restoring radar operations in Brazil, Australia, and Indonesia and configuring them to output WMO-compliant BUFR products for distribution through the NCEP Global Telecommunication System.

The contractor will be responsible for recovering and re-establishing operations at six specific sites, developing standardized WMO BUFR data pipelines, providing on-site and remote engineering services, coordinating international technical support, and establishing monitoring procedures to ensure continuous meteor echo detections and validated wind and temperature retrievals. The period of performance begins upon contract award and extends to September 30, 2027, with a targeted milestone of 24 months to establish fully functional global data pipelines. Additionally, the contract includes specific requirements for disclosing and managing the use of Artificial Intelligence (AI) technologies during contract performance.

STATEMENT OF WORK

1. Objective/Requirements

NASA requires the recovery, standardization, and operationalization of meteor radar data streams from six (6) international SKiYMET meteor radar sites to support upper-atmospheric research, space-weather forecasting, and model assimilation activities. These radars must be restored to operational status and configured to output WMO-compliant BUFR products, properly formatted for distribution through the NCEP Global Telecommunication System

(GTS).

NSSC has a requirement for all engineering, management, integration, and technical services necessary to establish reliable meteor radar data pipelines that meet NASA’s scientific and operational requirements.

2. Characteristics, Scope, and Specs

The contractor shall perform the following duties:

1. Recover and re-establish meteor radar operations at the following six (6) SKiYMET radar sites:

• Cachoeira Paulista (Brazil)

• Santa Maria (Brazil)

• Cariri (Brazil)

• Delamere (Australia)

• Kototabang (Indonesia)

• Biak (Indonesia)

These sites currently lack reliable operational output and require targeted restoration activities.

2. Develop and implement standardized WMO BUFR data pipelines at all six sites, including:

• Encoding meteor detections into BUFR format

• Applying WMO headers compatible with NCEP GTS routing

• Configuring daily cadence data products

• Ensuring metadata accuracy and global distribution compatibility

3. Provide on-site and remote engineering services needed to configure, restore, or upgrade hardware and software at each radar location to support stable data acquisition and export.

4. Coordinate subcontractor and international technical support, including site access, equipment procurement, logistics, and integration activities as required to complete the restoration and pipeline establishment. Contractor shall manage all third-party engagements needed to execute the work.

5. Establish monitoring and verification procedures to ensure that each radar system provides:

• Continuous meteor echo detections

• Validated wind and temperature retrievals

• Consistent BUFR outputs suitable for assimilation into space-weather and atmospheric models

6. Deliver standardized data products to NASA on an ongoing basis, ensuring that the pipeline is robust, reliable, and aligned with the scientific use cases of upper-mesospheric wind and temperature research.

7. Complete all activities within the required 24-month period for establishment of fully functional global data pipelines.

3. Place of Performance

Work will be conducted through a combination of remote engineering support and on-site activities at the six international radar facilities located in Brazil, Australia, and

Indonesia.

Additional management, coordination, and integration tasks will be performed at contractor’s operational sites and offices.

4. Period of Performance

The period of performance will begin upon contract award and will extend to September

30, 2027, with the possibility of extension subject to Agency needs and performance. The milestone for establishment of the data pipelines at all nominated radar sites is targeted at twenty-four (24) months starting at the contract award.

AI VERBIAGE:

1) Use of Artificial Intelligence (AI) During Contract Performance (SEP 2025) which requires contractors to disclose the use of AI technologies at any time during the fulfillment of the contract. This requirement statement must be included in all contracts (including orders); and

2) Artificial Intelligence (AI) Acquisitions (SEP 2025) which provides additional contractor requirements when the contract is acquiring covered AI systems or services as defined by OMB memo M-25-22. This requirement statement must be included in all contracts (including orders) when acquiring covered AI systems or services. Covered AI systems or services and exceptions are listed below as defined OMB memo M-25-22).
