About this opportunity

The Indian Health Service, Shiprock Service Unit is seeking to establish a community outreach program at Northern Navajo Medical Center (NNMC) to coordinate and implement local community engagement events, Patient Advisory Committee meetings, and resident physician educational sessions in support of accreditation requirements for the Family Medicine Residency Department. The applicable NAICS code is 561320 (Temporary Health Services) with a small business size standard of $34 million. Interested parties must submit responses by Friday, April 24, 2026 at 12:00 p.m. MDT to Cornelius Tsipai, Contract Specialist, with the subject line "SS-SRSU-26-0024." Submissions must include a company profile with UEI and business information, a capability statement demonstrating relevant experience and past performance, and for Indian-owned enterprises, a completed IHS IEE Representation Form. All respondents must be registered in the System for Award Management (SAM.gov) at the time of submission and potential award. This is a sources-sought notice for market research purposes only, and submission is entirely voluntary with no financial responsibility assumed by the government.

The contracting office will prioritize Buy Indian Act opportunities for Indian-owned Economic Enterprises (IEE) and Indian-owned Small Business Economic Enterprises (ISBEE), followed by set-asides under the Small Business Act; however, other capable firms are also invited to respond. No incumbent contractor or current contract value information is specified in this pre-solicitation notice. The solicitation does not disclose a specific award value or budget range, as this is a sources-sought notice designed to gather market research information regarding contractor capability rather than a formal solicitation for competitive bidding. The notice emphasizes that all certifications must be maintained throughout the contract performance period, and contractors must provide immediate written notification to the Contracting Officer if their eligibility status changes. False or misleading information in responses may constitute violations under federal law, with potential penalties applicable under 18 U.S.C. 1001 and the False Claims Act.

Notice text

The Indian Health Service, Shiprock Service Unit is issuing this sources-sought notice (SSN) to identify capable Indian-owned, economic enterprises – large (IEE) or small (ISBEE) – that can fill a government requirement for the establishment of a community outreach program at NNMC. This would encompass the coordination and implementation of multiple local community engagement events, Patient Advisory Committee meetings, and resident physician educational sessions that would support accreditation requirements for residents within the Family Medicine Residency Dept. at the Northern Navajo Medical Center.

Other capable firms are also invited to respond to this SSN.  The Contracting Officer will consider responses for Buy Indian Act (25 U.S.C. 47) opportunities first, then for set aside programs under the Small Business Act (41 U.S.C. 3104).

The applicable North American Industry Classification System (NAICS) code assigned to this requirement is 561320 Temporary Health Services with a small business size standard of $34M.

THIS IS NOT A SOLICITATION. In accordance with FAR 4.203-1(b), offerors and quoters must be registered in System for Award Management at SAM.gov, at the time an offer or quotation is submitted and at time of award.
