About this opportunity
The Naval Supply Systems Command (NAVSUP) Weapon Systems Support Philadelphia is soliciting contractors to provide repair, evaluation, and modification services for Aviation Launch and Recovery Equipment (ALRE) support equipment components. The procurement will be structured as a 5-year Basic Ordering Agreement (BOA) covering various National Stock Numbers (NSNs), with the government currently planning to sole-source this requirement to Indal Technologies, Inc. (Cage 36334) under FAR 6.302-1 authority. However, all responsible sources may submit capability statements to demonstrate their interest and qualifications, and any proposals received within 15 days of the notice publication will be evaluated by the government. The evaluation criteria emphasize source approval requirements, with contractors unable to provide necessary approvals being required to submit source approval documentation as part of their proposal package. The deadline for interested parties to respond to this pre-solicitation notice is December 5, 2025, with inquiries directed to the Point of Contact, Tia Johnson, at Tia.Johnson.civ@us.navy.mil.
This pre-solicitation notice is issued without a set-aside designation, meaning it is unrestricted competition except for the government's stated intent to negotiate with Indal Technologies, Inc., the apparent incumbent contractor. The procurement covers six distinct mechanical and structural components with estimated annual quantities ranging from 1 to 6 units per item, including structural beams, sheave assemblies, winch pump assemblies, feedback resistors, rapid securing devices, and cable lever assemblies. Component replacement prices vary significantly, ranging from $8,089 for feedback resistors to $1,044,000 for rapid securing devices, with most items requiring a response time of 108 days and one item requiring 87 days. The work falls under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC code 1710 (Aircraft Landing Equipment), indicating a specialized defense contracting requirement. While specific overall contract values are not stated in the pre-solicitation notice, the estimated quantities and pricing information provided in Attachment A suggest a significant five-year procurement value spanning multiple repair and modification cycles.
