About this opportunity
The 99th Contracting Squadron (Air Combat Command) is conducting market research via a Sources Sought Notice and Request for Information to identify qualified vendors for moving target support services, with responses due June 29, 2026 by 1600 PDT. This is planning-stage engagement only; the RFI will inform market conditions and whether a future solicitation should carry a set-aside.
The contractor will provide up to eight self-propelled, remotely controllable Trackless Moving Target-Vehicles (TMT-Vs) capable of traveling minimum 20 MPH and navigating unimproved terrain, plus up to twenty-four personnel-style Trackless Moving Target-Infantry (TMT-Is) targets capable of 8 MPH minimum. All targets must be operable from a minimum distance of 1 nautical mile, register weapon impacts, present artificial thermal signatures for electro-optical and infrared recognition, and transmit scoring data, telemetry, and full-motion video in real time via long-range wireless networking. Vehicle targets must tolerate .50 caliber ball and tracer impacts from 250 meters or closer; personnel targets must tolerate .50 caliber, 7.62x54R, .308, or similar caliber impacts from close-quarters weapons. The contractor provides qualified systems operators to support training operations for up to two continuous weeks, including setup and teardown at the Nevada Test Training Range in Las Vegas, Nevada. Initial training event runs August 21 through September 4, 2026, with eleven active training days (August 24–September 3). The contract structure includes option years, with each option year requiring two live training exercises defined via individual task orders.
Interested vendors should email responses to Amber Rivera at amber.rivera.2@us.af.mil identifying firm information, business size and certifications, calendar days required to respond to a future RFP, post-award transition timeline, and any feedback on the draft Performance Work Statement.
