About this file

This is a Performance Work Statement (PWS) issued by the 99th Contracting Squadron (Air Combat Command) at Nellis Air Force Base, Nevada, for moving target support services.

The contractor shall provide up to eight serviceable Trackless Moving Target-Vehicles (TMT-Vs) and up to twenty-four personnel targets configured as Trackless Moving Target-Infantry (TMT-Is) for live fire training exercises. All targets must be self-propelled, remotely controllable from a minimum distance of 1 nautical mile, and capable of moving along pre-planned routes with reactive behavior scenarios. Vehicle targets must travel a minimum of 20 MPH and personnel targets 8 MPH, navigate unimproved terrain, and be reusable while tolerating .50 caliber ball and tracer impacts from 250 meters or closer. Personnel-style targets must tolerate .50 caliber, 7.62x54R, .308, or similar caliber impacts from close-quarters battle weapons. Targets must register weapon impacts, present artificial thermal signatures for electro-optical and infrared recognition, and transmit scoring data, telemetry, and full-motion video in real time via long-range wireless networking. The contractor must provide qualified systems operators to support training operations for up to two continuous weeks and coordinate all setup and teardown activities, potentially arriving at the range up to 14 days prior to the start date.

The initial training event is scheduled for August 21 through September 4, 2026, at the Nevada Test Training Range in Las Vegas, Nevada, with 11 training days (August 24-September 3) following setup. The Government will provide airfield and range access, facilities for mission planning and debrief, and miscellaneous equipment as required. The contract includes an option for the Government to extend the contract for up to five separate option years, with each option year requiring two live training exercises to be defined in individual task orders.

Performance Work Statement for Moving Target Support

Specific Tasks:

Target Requirements and Crew Qualifications: Training must include threat presentation with live fire targets and training platforms using reactive behavior scenarios with triggered responses. Targets must be self-propelled, trackless, re-usable mobile platforms consisting of trackless moving targets (TMTs). Mobile targets must be able to move along pre-planned routes and react independently. Mobile targets must be able to travel a minimum of 20 MPH for vehicles, and 8 MPH for personnel. The contractor shall provide self-propelled, re-usable targets.

The targets must register weapon impacts. The contractor must provide enough system operators to make serviceable the targets available for use at the same time throughout the length of the training. At no point will there be fewer than two mobile serviceable targets available for use simultaneously during each training event. Mobile targets shall be unmanned, remotely controllable from a minimum distance of 1 nautical mile, able to navigate unimproved dirt roads and rough terrain, and able to steer in any direction. Targets should utilize long-range wireless networking systems to transmit scoring data, telemetry, and full- motion video in real time.

Trackless moving target-vehicles (TMT-Vs) mobile targets must support carriage of expendable three-dimensional targets, such as a mid-sized pickup truck or equal. Trackless moving target-infantry (TMT-Is) mobile targets must also support carriage of expendable three-dimensional targets, such as the widely-used IVAN plastic silhouettes. Targets must have reactive behavior and present an artificial thermal signature to aid in target recognition and acquisition via an electro-optical and/or infrared system. After each event, targets must be able to reset to the starting point or drive to the operator without the need for crews to drive onto the range, unless the vehicle’s movement capability has been damaged or failed. The main carriage unit for the mobile target must be re- usable and tolerate up to .50 caliber ball and tracer impacts from weapons employed as close as 250 meters for vehicle style targets. Personnel-style targets must be re-usable and tolerate up to .50 caliber ball and tracer, 7.62x54R, .308, or similar caliber impacts from weapons employed in close-quarters battle (CQB).

Deliverables:

The contractor shall provide the following, per specific request from the user:

• Up to eight (8) serviceable vehicular targets consisting of Trackless Moving Target- Vehicles (TMT-Vs)

• Up to twenty-four (24) personnel targets that will be split into multiple squads consisting of Trackless Moving Target-Infantry (TMT-Is)

• Qualified systems operators to support training operations for up to two (2) continuous weeks

• Any required coordination for setup and teardown, to include arriving at range up to 14 days prior to start date, with range and unit approval, to ensure targets are fully operational
