About this opportunity
The Defense Health Agency, on behalf of the Program Executive Office Defense Healthcare Management Systems (PEO DHMS), is seeking industry feedback through a Request for Information (RFI) for the Enterprise Software Solutions (ESS) Next initiative. This procurement targets comprehensive managed services supporting development, testing, and delivery of digital products for the Military Health System Enterprise, including software services, infrastructure services, physical testing space at the Medical Enterprise Test Innovation Center (METIC), virtual desktop services, and containerization services delivered through a hybrid "everything as a service" model. Key requirements include maintaining a 16,361 square foot test facility in Rosslyn, Virginia, providing cloud migration services, enabling self-service provisioning of IT resources, and ensuring cybersecurity compliance including CMMC 2.0 compliance. The evaluation criteria encompass vendor capabilities across Infrastructure as a Service (IaaS), Desktop as a Service (DaaS), Data Center as a Service (DCaaS), Platform as a Service (PaaS), Container as a Service (CaaS), and Software as a Service (SaaS), assessed using a Harvey Ball rating system to evaluate experience levels. Critical dates include a February 3, 2025 deadline for questions and a February 18, 2025 deadline for RFI responses; an Industry Day was held on January 29, 2025.
This procurement carries no set-aside designation and is anticipated as a single award contract. American Systems Corporation is identified as the incumbent contractor under contract HT003823C0003. The contract will have a one-year base period plus four one-year options with a 120-day transition period, though specific contract values have not been disclosed in the available documentation. Respondents must be located within one hour of Rosslyn, Virginia, and possess or be capable of obtaining a SECRET facility clearance. Support contractors from Boston Consulting Group, Agensys Corporation, Monterey Consultants, Technology Experts Inc., and Optima Global Solution may review submissions. The RFI responses are limited to seven pages and must address company capabilities, solution alignment with requirements, past performance, and recommendations for strengthening the government's approach to the ESS Next initiative.

ESS Next aims to provide users with the digital and physical capabilities needed to support the development, testing, and delivery of digital products and applications for the Military Health System (MHS) Enterprise. Specifically, ESS Next will offer users access to a standardized list of service offerings from which they can seamlessly self-provision various digital, virtual, and physical services and capabilities. For example, services available for provisioning include, but are not limited to, software services (managed tools/technologies used to execute development and testing), infrastructure services (compute, network, storage), physical space and support services (physical area to perform testing in the Medical Enterprise Test Innovation Center (METIC), technical and logistical support to conduct Operational Assessment (OA) events), virtual desktop services, and containerization services (serverless compute engine). Ultimately, the goal of ESS Next is to transition existing services to a hybrid “everything as a service” model and ensure users are able to quickly access the tools they need to perform the development and testing of mission-critical products while providing the organization the flexibility to scale, innovate, and optimize costs.
