About this opportunity

The Department of the Air Force Air Combat Command's Joint Electronic Warfare Center (JEWC) is seeking ESRI ArcGIS software and licenses through a pre-solicitation notice managed by the 55th Contracting Squadron at Offutt Air Force Base. The procurement involves 14 distinct license types including ArcGIS Desktop Advanced, Spatial Analyst, 3D Analyst, Geostatistical Analyst, Network Analyst, and various Enterprise server components that will be deployed in both Amazon Web Services cloud and on-premises environments. The software will support two divisions through imagery and analysis products, utilizing Amazon Machine Images (AMIs) to deploy ArcGIS Enterprise components including ArcGIS Server, Portal for ArcGIS, and ArcGIS Data Store on AWS infrastructure. Market research indicates this will be a single-source procurement since only ESRI can provide the required ArcGIS software licenses and maintain compatibility with existing tenant unit systems. The sources sought response deadline is August 25, 2025, at 0700 CDT, with a planned contract award date of August 29, 2025, and the procurement will utilize a Firm-Fixed-Price purchase order under FAR parts 12 and 13 procedures.

This procurement does not utilize any set-aside designations and appears to be a full and open competition for market research purposes, though the single source justification indicates ESRI is the only viable vendor. Current tenant commands already maintain contracts with ESRI for software support, establishing ESRI as the de facto incumbent provider. While the contract award value is redacted in the documentation, the procurement involves substantial licensing including 19 concurrent use ArcGIS Desktop Advanced licenses, 19 Spatial Analyst concurrent use licenses, and multiple specialized server components for enterprise deployment. The government is conducting this sources sought notice to determine small business capabilities and explore potential mandatory sources, though the technical requirements strongly indicate ESRI as the sole source solution. Interested parties must submit responses including capability statements, potential draft quotes, and business size status information to the designated contracting officers.
