About this opportunity
The Department of the Army Materiel Command is conducting a sole source procurement for ESPY equipment and maintenance services through the Army Contracting Command. The contract seeks technical refresh and partial installation of teamSENTINEL high-frequency direction finding (HF/DF) equipment and related sensor maintenance from ESPY Corporation, the exclusive manufacturer of this proprietary system. Key contract requirements include surveying installation sites for space, power, and cooling; delivering and installing HF/DF equipment, workstations, and Remote Collection Facility collection equipment across multiple geographic locations; and ensuring all equipment meets Defense Standardization Program military specification MIL-T-152 SAE-AS12500. The justification for sole source procurement is based on ESPY Corporation's exclusive ownership of the only available system capable of meeting the interoperability and operational requirements for the Joint Interagency Task Force South (JIATFS), which uses the equipment to identify drug traffickers and support Department of War Western Hemisphere Security goals. The response deadline was extended to March 11, 2026 at 1:00 PM EST, with the Point of Contact being Yasemin Akman-Lloyd (yasemin.akman-lloyd.civ@mail.mil).
There is no set-aside designation for this procurement. ESPY Corporation is the incumbent contractor, having held a prior firm fixed price sole source contract (W912PX20C0003) valued at $1.468 million from September 28, 2020 through September 27, 2026 with a six-month extension. The estimated total contract value for this new procurement is redacted but will be fully funded using fiscal year Operations and Maintenance Army (OMA) funds. The contract period runs from March 29, 2026 through March 28, 2031, including a base year plus four one-year option periods and a six-month extension under FAR 52.217-8. Equipment must be delivered to JIATFS within 365 calendar days from award, with installation to occur during standard business hours (7:30 a.m. to 4:30 p.m., Monday through Friday) at the place of performance in Key West, Florida 33040, as well as at Remote Collection Facilities and Remote Operations Facilities in El Salvador, Nicaragua, Puerto Rico, California, Texas, Mississippi, and other Caribbean locations.
