About this opportunity

Fleet Logistics Center Puget Sound (FLCPS), procuring on behalf of Naval Supply Systems Command, seeks Original Equipment Manufacturer parts for ESCO Maritime Advanced Degaussing Systems, with quotes due August 14, 2026. This is a sole-source procurement to EMS Development Corporation; the Government invites interested companies to express capability and interest, which will be evaluated solely to determine whether to conduct a competitive procurement.

Place of performance is San Diego, California 92123. The requirement covers four units of a CCA IGBT Driver (Manufacturer's Part Number 456D9012) on a firm fixed-price basis for the USNS CARL BRASHEAR (T-AKE-7). Delivery is required on or before July 22, 2027, to Military Sealift Command BATS in San Diego, California (DoDAAC N40443).

The sole-source justification rests on design, manufacturing data, and technical specifications that are proprietary to EMS Development Corporation; the Government owns no data rights to reproduce these parts from other sources. Form, fit, function, and electrical characteristics are unique to the ESCO Maritime system, and non-OEM parts would compromise integrity and certified performance.

NAICS code is 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing); PSC is 5998 (Electrical And Electronic Assemblies, Boards, Cards, And Associated Hardware). Quotes will be evaluated on technical capability including delivery date, past performance, and price in no order of relative importance, in accordance with RFO 12.203. Anticipated award date is August 2026. Contracting Officer: Joseph Ibrahim, joseph.m.ibrahim.civ@us.navy.mil.
