About this opportunity

The Department of Justice Bureau of Prisons Central Office is issuing a Request for Information (RFI) for market research purposes to identify qualified vendors to establish and operate a Career & Technical Education (CTE) training center at Federal Correctional Institution (FCI) Atlanta in Atlanta, Georgia. The government is seeking vendors capable of providing CTE certification instruction and exam proctoring services in fields offering livable wages and demonstrated workforce demand, with programs designed to equip incarcerated individuals with job-ready skills for successful community reintegration. Key requirements include delivering instruction in classrooms and training labs with a maximum class size of 20 students, limiting instruction to no more than 6 hours per day Monday through Friday (excluding federal holidays), and ensuring that CTE programs result in nationally and industry-recognized certifications. The RFI explicitly states this is not a solicitation and does not obligate the government to issue a formal contract; responses will be used solely to inform acquisition strategy and small business set-aside decisions. The RFI response deadline is March 2, 2026, with interested vendors required to submit company information, capability statements detailing relevant experience and past performance, and optional acquisition feedback including cost estimates per student.

This procurement carries no set-aside designation at this stage, and no incumbent contractor or current service provider is identified in the RFI materials. The government has not disclosed a specific budget range or award value, though the vendor information template requests rough order of magnitude pricing per student as optional feedback to inform future acquisition planning. The RFI template identifies 13 potential CTE program areas ranging from fire alarm systems and fire suppression to HVAC, electrician, carpentry, masonry, and various safety certifications, with specific course lengths noted for certain programs such as NICET-certified fire alarm systems requiring 30-45 days and two instructors per class. Vendors are expected to provide detailed specifications including total course hours, curriculum publishers, certification outcomes, hands-on training confirmation, and square footage requirements for both classroom and laboratory facilities to support the government's market analysis and eventual acquisition decision-making process.
