About this opportunity

The U.S. Army Corps of Engineers Louisville District issued this Special Notice to announce an Industry Day for the Energy Resilience Conservation Investment Program (ERCIP) Europe Microgrid Projects. The virtual event was scheduled for January 8, 2026, at 9:00 a.m. Eastern Time and targeted contractors in the power and communication line construction sector (NAICS 237130). The notice invited both prime contractors and subcontractors to participate in a procurement planning session related to five upcoming microgrid projects across U.S. Army installations in Germany and Belgium. Attendance was open to all interested vendors, with the Army Corps of Engineers providing an opportunity for industry to learn about upcoming contract opportunities and evaluation criteria before formal solicitations were released.

The Industry Day aimed to facilitate industry engagement by presenting detailed information about five microgrid projects scheduled across fiscal years 2026 through 2029, with individual project values ranging from approximately $10 million to $35 million. Vendors were required to register by January 5, 2026, by submitting company information, UEI numbers, and attendee details to Kari Rogers at kari.a.rogers@usace.army.mil. Contractors participating in the procurement must be registered in SAM and PIEE systems and possess relevant experience in microgrid construction and integration of renewable energy systems, including solar photovoltaic installations and battery energy storage systems. The projects will employ a Design-Bid-Build delivery method with Best Value Trade-off procurement, with anticipated solicitation posting in February 2026, proposal submission in April 2026, contract award in August 2026, and construction completion by August 2028. The microgrids are designed to operate in both grid-connected and islanded modes to ensure energy resilience for critical military facilities.
