The procurement is a 100% small business set-aside under NAICS 561210 (Facilities Support Services), structured as a firm-fixed-price contract for a single award, foreclosing competition outside the small business pool.
Place of performance is 116 Chapel Ave, Jersey City, NJ 07305. Work scope includes installing a Manitowoc M-90 ice cube dispenser, Bunn stainless steel coffee maker, and Manitowoc IYT0300A-161 ice maker with associated plumbing and electrical connections; inspecting an unlabeled commercial oven for gas leaks and power requirements; and assembling and securing shower area benches to concrete flooring. All work must comply with manufacturer specifications, standard commercial practices, and applicable local building codes. The period of performance is 30 calendar days from the date of award, with work required to commence within 14 calendar days of award and delivery required by August 1. Normal working hours are Monday through Friday, 6:30 a.m. to 6:00 p.m. ET, excluding the 11 federal holidays.
The contractor must obtain all permits, licenses, and certifications at no expense to the Government and comply with OSHA standards and the Corps of Engineers Safety Manual EM 385-1-1. Security requirements include background investigations per HSPD-12 and E-Verify employment eligibility verification, with investigation packets due within 10 working days of award. The Service Contract Act applies; prevailing wage rates for Hudson County, New Jersey are specified in wage determination 2015-4185 (Revision 34, effective May 13, 2026). Award will be made to the lowest-priced offer without discussions unless the Government deems discussions in its best interest. All offerors must maintain active SAM registration. Questions are due June 26 via the ProjNet Bidder Inquiry system (Key: M4682V-H4VXNF). Amendment 0001, posted June 29, added Attachment 1—Bench Layout as a contract document; all other terms remain unchanged.
