About this opportunity

The United States Property and Fiscal Office (USPFO) for Guam, Purchasing and Contracting Division, on behalf of the Department of the Army National Guard, is seeking to establish a Single Award Master Blanket Purchase Agreement (BPA) for Equipment Calibration and Repair Services to support the Guam Army National Guard Medical Detachment (MEDDET). This Request for Quotation (RFQ) W911YU-25-Q-A027 follows FAR subpart 12.6 streamlined procedures for commercial services and incorporates provisions from Federal Acquisition Circular 2025-03 and Defense Federal Acquisition Regulation Supplement Change 17 January 2025. The solicitation requires offerors to submit signed Instructions to Offerors, a Price Proposal, a Technical Capabilities Statement, and Form SF30 through the PIEE Solicitation Module, with submissions due by July 17, 2025. The Government reserves the right to cancel the solicitation at any time and may on-ramp or off-ramp contractors at its discretion. Orders will be issued on a twelve-month basis as requested by email, and failure to provide timely responses may result in non-responsive determinations.

This opportunity is designated as a Total Small Business set-aside with no current incumbents identified in the solicitation notice. The BPA structure allows for a total maximum value of $250,000 across all individual orders, with each individual BPA call limited to a maximum of $25,000 and no guaranteed minimum purchase requirement. The Government will select one vendor to support this requirement, with the BPA functioning as a charge account arrangement rather than a binding contract until specific orders are placed and accepted. Services will be performed in Barrigada, Guam (96913) to support the medical equipment needs of the Guam Army National Guard Medical Detachment. The opportunity falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance and PSC code H365 for Inspection of Medical, Dental, and Veterinary Equipment and Supplies.
