About this opportunity

The Department of the Army Medical Command's East Services Branch, Health Readiness Contracting Office at Joint Base San Antonio, Fort Sam Houston, TX is conducting market research for an Equine Care Training Course to address skill gaps among Army Veterinary Services personnel, specifically Veterinary Corps Officers and Animal Care Specialists. The procurement seeks a comprehensive 5-day, 40-hour training program covering equine veterinary care including husbandry, preventive medicine, medical treatment, surgical techniques, and specialized veterinary skills with hands-on laboratory experiences. The government requires contractors to be accredited veterinary educational institutions with affiliations to veterinary medical associations and an Institutional Animal Care and Use Committee (IACUC). This market research effort is classified under NAICS code 611430 for Professional and Management Development Training, and interested parties must submit capability statements including organizational information and tailored capability statements addressing their qualifications. The deadline for capability statement submissions is 2:00 PM EST on September 2, 2025, with the government planning to award a firm fixed-price contract based on the market research findings.

The procurement does not currently designate any set-aside restrictions, though the government indicates potential consideration for small business set-aside based on market research results. No incumbent contractors or current service providers are identified in the sources sought notice. The training course will accommodate up to 20 participants annually, indicating a relatively small-scale but specialized educational requirement. The contract structure includes a base year beginning November 1, 2025, with four additional option years extending through October 31, 2030, providing a potential five-year contract duration. The government has not disclosed specific budget ranges or award values in this preliminary market research phase. Organizations anticipating significant subcontracting or teaming arrangements must address their administrative and management structure for such partnerships in their capability statements.
