About this opportunity

The Defense Security Cooperation Agency (DSCA), under the Washington Headquarters Service of the Department of Defense, is seeking to procure comprehensive Equal Employment Opportunity (EEO) support services through this Request for Information (RFI). The services required span six functional areas: regulatory and policy services including EEOC Management Directive 715 reporting and workforce barrier analysis; EEO complaints processing and alternative dispute resolution; Final Agency Decisions and appeals management; reasonable accommodations and disability services; EEO training and education; and American Sign Language interpreting services. This is a market research effort to identify capable firms, including small businesses and disadvantaged business categories, that can manage and execute DSCA's EEO program both on-site in the National Capital Region and at contractor-operated off-site locations. Capability statements will be evaluated based on technical methodology and legal acumen, staffing and retention qualifications, and program management and transition capabilities. The deadline for submitting electronic responses is May 8, 2026, and responses should be limited to 15 pages in 12-point Times New Roman font, directed to darrell.l.joy2.civ@mail.mil.

This procurement carries no set-aside designation and includes no identified incumbent contractor. No specific award value or budget range has been disclosed in the RFI; however, respondents must provide a rough order of magnitude price based on estimated effort levels, with core EEO support requiring approximately 222 productive hours annually and ASL interpreting services requiring approximately 10 hours annually. The estimated effort levels for individual tasks range from 5 to 130 hours depending on the specific functional area. Interested firms must provide general company information including UEI and CAGE codes, business size and classification, and proposed labor categories to be considered. The government explicitly states that this RFI does not constitute a solicitation, obligation, or commitment to award a contract and will be used solely for market research to determine the appropriate acquisition strategy for future procurements, with feedback also solicited regarding the appropriateness of the NAICS code 541612 (Human Resources Consulting Services).
