About this opportunity
The U.S. Department of Agriculture, Animal and Plant Health Inspection Service (APHIS) is procuring an Eppendorf BioFlo 320 Configurable Bioreactor System for the Foreign Animal Disease Diagnostic Laboratory at the National Bio and Agro-Defense Facility (NBAF) in Manhattan, Kansas. This lab-scale bioreactor system will increase the laboratory's capacity to produce recombinantly expressed antigens for diagnostic programs involving high-consequence zoonotic pathogens requiring BSL4 laboratory conditions. The system must support multispecies cell cultivation capabilities including mammalian, insect, bacterial, and yeast cells, with scalability from 1L to 50L production volumes and high documentation and control of run parameters to meet ISO17034 standards compliance. Market research determined that the Eppendorf BioFlo 320 is the only bioreactor control system meeting all technical specifications after evaluating systems from Sartorius, Cytiva, and MilliporeSigma. Questions were originally due by 8:00 AM on July 16, 2025, but Amendment 1 extended the solicitation response deadline to August 18, 2025 at 3:00 PM EST, requiring completion of all 33 pages of the attached SF 1449 form.
This procurement is designated as unrestricted with no set-aside used and falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. The contract type is firm-fixed-price for one configurable bioreactor system, with the comprehensive specification including 36 line items covering control stations, touchscreen monitors, vessel bundles, sensors, software licenses, and additional accessories. Delivery and installation must be completed within 90 days of contract award, with the contractor responsible for all transportation, installation logistics, on-site training, and providing a user manual. The equipment will be delivered to the USDA APHIS FADDL at 1200 Kretschmer Drive, Suite 100, Manhattan, Kansas 66502, where it will support NBAF's goal of becoming a global resource for ISO17034 accredited reference materials and establishing a zoonotic disease diagnostic program. Interested parties must be registered in SAM.gov, complete annual representations and certifications, and submit a "Buy American Certificate" along with their quotation to Contracting Specialist Kathleen Melby.
