About this opportunity
The United States Air Forces in Europe - Air Forces Africa is seeking to procure one Epoke-branded de-icing salt spreader for the 48th Civil Engineering Squadron at RAF Lakenheath in the United Kingdom. This commercial item acquisition under FAR Parts 12 and 13 is intended to replace a deteriorating 22-year-old salt spreader currently used to maintain ice-free conditions across 31 miles of roads and parking lots at RAF Lakenheath and RAF Feltwell. The required equipment must feature cab-controlled operation, electric motor power (12v-24v), ability to spread salt across a 2m-12m area, hopper capacity between 1.7m3 and 3.0m3, and compatibility with an International Model 7400 SFA 6X4 Dump Truck. The government will evaluate offers on a best value basis considering both price and technical capability. Questions are due by 17:00 GMT+1 on August 15, 2025, with quote submissions required by 14:00 GMT+1 on August 29, 2025.
This procurement does not include any small business set-aside designation due to the overseas location and specific brand requirements. The solicitation represents a single source acquisition justified by existing staff training, established maintenance relationships, and equipment reliability needs with Epoke-branded machinery. The contract will be awarded on a firm-fixed price basis with a delivery requirement of 23 weeks from the date of award. Equipment must be delivered FOB destination to Building 1119 at RAF Lakenheath during standard work hours (0800-1600 local UK time), excluding US federal and UK bank holidays. The new salt spreader must be installed and fully operational by winter 2025 to ensure personnel safety and maintain critical winter road operations at both RAF locations.
