Salient Characteristics Document – 48 CES De-icing Salt Spreader

1.1 Mission: The primary mission of 48 CES/CEOHP is to support the mission of the Fighter Wing by maintaining base facilities, including overseeing snow & ice removal operations ensuring

Squadrons/Units remain capable of carrying out their Mission Duties.

1.2 Background: The 48th CES/CEOHP is responsible for the removal of snow and ice from approximately 31 miles of roads and parking lots at RAF Lakenheath and RAF Feltwell. The current salt spreader is now 22 years old and is exhibiting excessive rust damage. The machine has become inoperable, posing a significant risk to mission readiness and operational safety. To effectively fulfill our snow and ice removal mission, a new de-icing salt spreader is essential.

1.3 Scope: Scope of work encompasses the supply and delivery of the de-icing salt spreader to Building

1119 RAF Lakenheath UK. This includes the installation of all necessary control devices, wiring, plugs, and related equipment on the vehicle that will operate the salt spreader. Modification to the vehicle is not allowed. Additionally, the scope covers the training of end users on the proper operations and usage of the equipment.

2.0 Product Specifications:

The spreader must be Epoke branded in a new and unused condition with the following specifications:

• Must have the ability to control spreader from Cab of Truck

• Must be able to change the speed and flow of material

• Must run off an electric motor 12v-24v

• Must have a spreading area of 2m-12m

• The hopper size must be at least 1.7m3 and no larger than 3.0m3

• Must be able to dispense common road salt (dry).

• Must fit in the back of an International Model 7400 SFA 6X4 Dump Truck. (Dump Bed size 12 feet by 6 Feet 3 inches)

• Must be compatible with a U.S spec International Model 7400 SFA 6X4 Dump Truck.

• Must have warning lights and other viable warning labels required by local laws.

• Must have the ability to be loaded/unloaded from our dump truck without the use of a crane or other piece of equipment.

3.0 Shipping Instructions

Shipment shall be FOB destination to Building 1119, RAF Lakenheath, Brandon, Suffolk, England IP27

9PN.

All shipping and transit costs must be included as part of the total purchase price submitted to the

Government (vendor to include shipping costs in the costs of the items).

The Government will provide the vendor with the point of contact for the delivery upon award. The delivery will be inspected/accepted by the same POC.

Work days are from Monday through Friday excluding US federal holidays and UK bank holidays. Work hours are from 0800 to 1600 local UK time.
