About this opportunity

The Drug Enforcement Administration (DEA) within the Department of Justice has published a Special Notice regarding the award of a sole source purchase order for EPICOR ITSM maintenance and licensing services. Posted on March 2, 2026, with a due date of March 17, 2026, this opportunity is classified under FAR Part 13 for acquisitions between $10,000 and $250,000. The procurement is intended for EPICOR ITSM, the current client ticketing software system that supports DEA's CSOS registrants and service desk operations. According to the notice, EPICOR has been determined to be the only entity capable of providing the required maintenance and licensing services, as the manufacturer does not authorize third-party providers to deliver these capabilities.

The primary objective of this procurement is to ensure uninterrupted help desk operations and continued support for the growing population of CSOS registrants and service desk personnel through ongoing system maintenance and licensing. The estimated contract value is $37,000, with a performance period running from February 1, 2026, through January 30, 2027, and this requirement is identified as recurring. The contracting officer, Randy Bell of the DPAC for DRT, conducted market research by directly contacting the software manufacturer and confirmed that EPICOR represents the sole authorized seller of the maintenance services. Since this is a sole source award, there are no traditional eligibility criteria for competing contractors; however, the contracting officer has certified that the price will be determined to be fair and reasonable before contract placement. This notice serves as a pre-award notification rather than an open competitive solicitation.
