Sole Source Documentation Summary

This is a Sole Source Documentation form for a purchase order falling under FAR Part 13 for acquisitions between $10,000 and $250,000. The procurement is for the purchase of Epicor ITSM license maintenance with an estimated total amount of $37,000. The period of performance runs from February 1, 2026, through January 30, 2027, and this is identified as a recurring requirement. The contracting officer, Randy Bell (DPAC for DRT), determined on January 21, 2026, that only one source is reasonably available to supply the required services.

The justification for the sole source determination is based on manufacturer certification that Epicor is the only authorized reseller of ITSM maintenance. Market research was conducted by contacting the software manufacturer directly, and the account manager confirmed that Epicor represents the sole authorized seller of the maintenance services. The contracting officer certifies that no order will be placed unless the price is determined to be fair and reasonable. The documentation was signed by customer Bruce Lai and contracting officer Randy Bell.
