About this opportunity
Paragraph 1:
The Centers for Disease Control and Prevention (CDC) intends to award a sole source contract to Nemours Children's Health Foundation - Wilmington for access to the Epic Cosmos electronic health record (EHR) dataset. This dataset includes EHR data from over 240 million patients across all 50 states, making it the largest integrated EHR system in the US. The CDC seeks to leverage the scope, scale, and real-time data of this database to quickly assess real-world effectiveness questions, particularly regarding rare outcomes. The government is soliciting and negotiating with only Nemours Children's Health Foundation as they are the sole source capable of providing access to this proprietary database.
Paragraph 2:
This contract action is not set aside for any specific business category. Nemours Children's Health Foundation is the only potential incumbent, as access to the Cosmos EHR dataset can only be provided by a Cosmos-affiliated organization. The government has not disclosed any award value or budget range for this sole source contract. The contract's scope and duration are not explicitly stated, but the focus is on obtaining access to the comprehensive Epic Cosmos EHR dataset to support the CDC's research and assessments.
Notice text
The Centers for Disease Control and Prevention intends to award a sole source contract to Nemours Children’s Health Foundation – Wilmington, 1600 Rockland Rd., Wilmington, DE 19803 for access to the Epic Cosmos electronic health record dataset.
The EPIC/COSMOS system, Epic and Cosmos, includes electronic health record (EHR) dataset from >240 million patients, and has penetrated all 50 states, making it the largest integrated EHR system in the US. It is updated in real-time and includes important features such as automatic downloading of vaccine data from registries and maintaining a link between mothers and their infants, which enables assessment of maternal-infant outcomes. The scope, scale, and speed of this database makes it ideal for quickly assessing real-world effectiveness questions, especially in regard to potentially rare outcomes.
Access to Cosmos and Cosmos data cannot be purchased, and access can only be provided by a Cosmos-affiliated organization. No commercial organization would be able to provide access to this database.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). Nemours Children’s Health Foundation is the only source capable of fulfilling this requirement. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
