About this opportunity

The Environmental Protection Agency (EPA) is seeking to continue wireless mobility services for its Emergency Response team through a sole-source extension with AT&T Mobility LLC. The current task order (68HERD23F0183) expires on 9/30/2024, and the EPA intends to negotiate a continuation of services to prevent any interruption in wireless mobile device coverage and technical support for 310 users across the United States. The agency will consider a one (1) four-month optional period and two (2) additional one-month optional periods while transitioning to a new wireless carrier. Interested parties are invited to submit capability statements, proposals, or quotations within 7 days of the notice to demonstrate their ability to provide these services. The evaluation will focus on determining whether alternative sources exist that can efficiently continue the workload without increased costs or operational risks.

The procurement is not set aside for any specific business category and falls under NAICS code 517112 for Wireless Telecommunications Carriers. The incumbent contractor, AT&T Mobility LLC, located in Columbia, MD, is currently the sole provider deemed capable of maintaining continuous service for the EPA's Wireless Mobility Program. While no specific award value is detailed, the extension is intended to bridge the gap until a new contract can be awarded, covering wireless services for the Office of Land and Emergency Management (OLEM). All procurement updates will be posted on SAM.gov and FedConnect, with direct submissions accepted via email to Contract Specialist Andrea Courtney and Contracting Officer Marsha Johnson. The government retains full discretion to determine whether to proceed with a competitive or non-competitive procurement based on the responses received.

Environmental Protection Agency (EPA)

Notice of Intent to Sole Source: 47QTCA19D00MV/68HERD23F0183

NAICS Code: 517112 – Wireless Telecommunications Carriers (except Satellite). The US Environmental Protection Agency (EPA) has a requirement for continuation of services under the current contract, 47QTCA19D00MV, task order number 68HERD23F0183 as described below. The subject task order expires on 3/31/2025. The contract for follow-on services will not be awarded prior to the expiration date of 3/31/2025 on task order 68HERD23F0183. The services under this contract are critical and cannot lapse and therefore, the EPA intends to negotiate on a sole source basis with AT&T Mobility LLC located at 7125 Columbia Gateway Drive, Suite 2010, Columbia MD, 21046. A modification will be done to the subject task order to extend services for one (1), four (4) – month optional period until a replacement contract has been awarded. During these four (4) months, AT&T Mobility LLC will continue to provide coverage for EPA’s Wireless Mobility Program for the agency in accordance with the current task order. This task order provides the agency wireless mobile device services and technical support to 310 users of the EPA Emergency Response team across the United States under the Office of Land and Emergency Management (OLEM) while the Agency transitions existing and new wireless mobile device lines to the Agency’s new wireless carrier.

AT&T Mobility LLC is best suited for continuing to provide services and support for the one (1), four (4) – month optional period as they are the only wireless provider able to provide these continued services without interruption. Considering the short period of performance contemplated within this extension, the Government believes, that no other contractor could transition this workload from AT&T Mobility LLC and efficiently continue performance without potential reduced services, increased costs, and unnecessary risks to the Government. This one (1), four (4) – month optional period extension is not an attempt by the Government to limit competition to the incumbent contractor but to ensure that there is no lapse in coverage for EPA’s Wireless Mobility Program for the agency and to provide additional time for the award of a follow-on contract.

In accordance with FAR Part 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Agency. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government.

The intent of this notice is to state the Government’s intention to award this extension on a limited source basis and to determine if any other source(s) exist; and, therefore, no solicitation is available. All interested parties who believe they can provide the required service should fully explain their capabilities and qualifications in writing and must submit itemized pricing that is sufficient to decide that competition is feasible.

All vendor responses will be considered. Responses to this notice should be submitted to the Contract Specialist, Andrea Courtney at courtney.andrea@epa.gov and Contracting Officer, Marsha Johnson at johnson.marsha@epa.gov within 7 days from the date of this notice.

The notice, amendments, and other information related to this procurement as well as any subsequent procurement notifications will be posted on the Sam.Gov website at: www.sam.gov and the FedConnect website at: https://www.fedconnect.net/.
