About this file
This document is a Notice of Intent to Sole Source from the Environmental Protection Agency (EPA) for the continuation of services under the current contract 47QTCA19D00MV, task order 68HERD23F0183. The current task order expires on 9/30/2024, and the EPA intends to negotiate a sole source extension with the incumbent contractor, AT&T Mobility LLC, for one (1) four-month optional period and two (2) one-month optional periods until a replacement contract is awarded. During this six-month extension, AT&T Mobility LLC will continue to provide wireless mobile device services and technical support to 310 users of the EPA Emergency Response team across the United States. The EPA believes that no other contractor could efficiently transition and continue this workload without potential reduced services, increased costs, and unnecessary risks. The EPA is posting this notice to determine if any other responsible sources exist that can provide the required services. Interested parties should submit capability statements, proposals, or quotations with itemized pricing within 7 days to the specified EPA contracting personnel.

Environmental Protection Agency (EPA) Notice of Intent to Sole Source: 47QTCA19D00MV/68HERD23F0183
NAICS Code: 517112 – Wireless Telecommunications Carriers (except Satellite). The US Environmental Protection Agency (EPA) has a requirement for continuation of services under the current contract, 47QTCA19D00MV, task order number 68HERD23F0183 as described below. The subject task order expires on 9/30/2024. The contract for follow-on services will not be awarded prior to the expiration date of 9/30/2024 on task order 68HERD23F0183. The services under this contract are critical and cannot lapse and therefore, the EPA intends to negotiate on a sole source basis with AT&T Mobility LLC located at 7125 Columbia Gateway Drive, Suite 2010, Columbia MD, 21046. A modification will be done to the subject task order to extend services for one (1), four (4) – month optional period and two (2), one (1) – month optional periods until a replacement contract has been awarded. During these six (6) months, AT&T Mobility LLC will continue to provide coverage for EPA’s Wireless Mobility Program for the agency in accordance with the current task order. This task order provides the agency wireless mobile device services and technical support to 310 users of the EPA Emergency Response team across the United States under the Office of Land and Emergency Management (OLEM) while the Agency transitions existing and new wireless mobile device lines to the Agency’s new wireless carrier.
AT&T Mobility LLC is best suited for continuing to provide services and support for the one (1), four (4) – month optional period and two (2), one (1) – month optional periods as they are the only wireless provider able to provide these continued services without interruption. Considering the short period of performance contemplated within this extension, the Government believes, that no other contractor could transition this workload from AT&T Mobility LLC and efficiently continue performance without potential reduced services, increased costs, and unnecessary risks to the Government. This one (1), four (4) – month and two (2), one (1) – month optional period extension is not an attempt by the Government to limit competition to the incumbent contractor but to ensure that there is no lapse in coverage for EPA’s Wireless Mobility Program for the agency and to provide additional time for the award of a follow-on contract.
In accordance with FAR Part 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Agency. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government.
The intent of this notice is to state the Government’s intention to award this extension on a limited source basis and to determine if any other source(s) exist; and, therefore, no solicitation is available. All interested parties who believe they can provide the required service should fully explain their capabilities and qualifications in writing and must submit itemized pricing that is sufficient to decide that competition is feasible. All vendor responses will be considered. Responses to this notice should be submitted to the Contract Specialist, Andrea Courtney at courtney.andrea@epa.gov and Contracting Officer, Marsha Johnson at johnson.marsha@epa.gov within 7 days from the date of this notice.
The notice, amendments, and other information related to this procurement as well as any subsequent procurement notifications will be posted on the Sam.Gov website at: www.sam.gov and the FedConnect website at: https://www.fedconnect.net/ .
At this time, phone calls related to this procurement are not being accepted.
