About this opportunity
The US EPA Region 9 Laboratory Services Branch is seeking to establish a non-personnel services contract for the monitoring and recurring delivery of cryogenic liquids, specifically nitrogen and argon, to support laboratory operations. This procurement is structured as a Request for Quotes (RFQ) under solicitation number 68HE0925Q0013, with the contract to be awarded on a Firm Fixed Price (FFP) basis. Vendors must submit quotes that address every element of the attached Performance Work Statement and pricing schedule, as any quote that fails to comply with all specifications will be deemed technically unacceptable. The EPA will evaluate responses using a lowest price technically acceptable (LPTA) methodology, meaning the award will go to the vendor with the lowest price among those submissions found to be technically compliant. Questions must be submitted by July 23, 2025 at 5:00 PM Pacific Time, and quotes are due by July 31, 2025 at 5:00 PM Pacific Time via both FedConnect and email submission to the contracting officer. Quotes must remain valid for 90 calendar days, and hard copy submissions will not be accepted.
This opportunity is designated as a Total Small Business set-aside, restricting competition to small business entities only. The contract performance will take place at the US EPA Region 9 Laboratory Services Branch facility located at 200 SW 35th Street in Corvallis, Oregon. The solicitation notice includes an amendment that provides responses to vendor questions and extends the original quote submission deadline to July 31, 2025. The procurement falls under NAICS code 325120 for Industrial Gas Manufacturing and PSC code 8120 for Commercial and Industrial Gas Cylinders, indicating the specialized nature of the cryogenic liquid supply and monitoring services required. No specific contract value, incumbent contractor information, or detailed quantity requirements are disclosed in the public solicitation notice, though vendors must reference the attached pricing schedule for proper quote formatting. The contracting officer for this procurement is Nea Ouk, who serves as the primary point of contact for all vendor communications and quote submissions.
