About this opportunity

The U.S. Department of the Navy Naval Supply Systems Command is seeking to procure an Explosive Ordnance Disposal (EOD) Combat Skills Course for the Naval School Explosive Ordnance Disposal (NSEOD) and Eglin Air Force Base in Florida. The objective is to provide a turn-key contracted solution to deliver a Combat Skills course for the Center for Explosive Ordnance Disposal and Diving (CEODD) based on an approved Course Master Schedule. The course will be 38 training days split between NSEOD facilities and a contracted off-site location within 50 miles. The contractor must provide all personnel, equipment, supplies, and facilities to execute the course, which will cover topics like tactical combat casualty care, small arms qualifications, combat shooting, small unit tactics, and helicopter insertion/extraction techniques.

This procurement is set aside for small businesses under the North American Industry Classification System (NAICS) code 611430 - Professional and Management Development Training. The Government anticipates awarding a firm-fixed-price contract with a 1-year base period and four 1-year option periods. Responses to the source-sought notice are due within 14 days by October 24, 2024.

Notice text

The US Fleet Forces Ready, Relevant Learning (RRL) initiative was conducted for the EOD enlisted rating to determine areas where the accession pipeline required modernization or modification to gain efficiencies.  This process identified the need to add an EOD Combat Skills Course following the completion of US Navy EOD Underwater COI.  A form of this training is presently being provided through a series of courses conducted at numerous locations.  CEODD intends to replace multiple courses with a single course (Combat Skills).
