About this opportunity

The National Park Service Alaska Region seeks procurement and delivery of trail aggregate to Glacier Bay National Park, with proposals due August 27, 2026 at 1700 hours Eastern Time. This is a small business set-aside under the 500-employee threshold, classified under NAICS 212321, Construction Sand and Gravel Mining.

Place of performance is the Glacier Bay Depot Storage Yard in Skagway, Alaska, with delivery required between September 1, 2026 and May 1, 2027, final delivery no later than May 1, 2027. The base requirement is 1,000 tons of trail surface aggregate (approximately 800 cubic yards), with four optional line items of 250 tons each available for exercise at initial award. The aggregate must meet strict specifications including gradation requirements (ranging from 100% passing at 3/8" sieve to 6% maximum at #200 sieve), hardness limits (less than 40% loss per Los Angeles Abrasion test AASHTO T-96), pH range of 6.0 to 12.45, plasticity index not exceeding 6, and soundness of 12% maximum loss. All material must be derived from natural stone formations and crushed parent rock free of clay balls, vegetable matter, and deleterious materials. Contractor must submit aggregate extraction source and storage locations within 14 days of award and demonstrate invasive plant prevention measures. Prior to delivery, aggregate must be proven free of invasive plants through either heat sterilization at 300 degrees Fahrenheit or NPS inspection.

Award will be made as a firm fixed-price purchase order based on technical acceptability, vendor experience delivering similar materials to Alaska locations, and total price. Questions are due August 11, 2026. Contracting Officer is Ronald Bunch at ronald_bunch@ios.doi.gov or 907-201-7719. Amendment 02, posted August 21, 2026, extended the closing date to August 27, 2026; offerors must acknowledge receipt of all amendments.
