About this opportunity

The U.S. Geological Survey issued a notice of intent on June 15, 2026 to award a purchase order to Alaska Satellite Facility at the University of Alaska for specialized software development services, based on a sole-source justification under FAR 5.203. USGS states that Alaska Satellite Facility is the only source reasonably available to satisfy the requirement.

The requirement is for a software script capable of applying radiometric terrain correction to commercial Synthetic Aperture Radar imagery obtained through the Civil Applications Committee and formatted to National Geospatial-Intelligence Agency specifications. The software must process National Imagery Transmission Format-formatted Sensor Independent Complex Data imagery from commercial SAR providers, including Capella Space, ICEYE, and Umbra, contracted through the National Reconnaissance Office and tasked by NGA under the Civil Applications Committee.

USGS will award the purchase order using FAR Part 12 procedures for commercial products and services. Although this is not a competitive solicitation, any responsible party may submit a capability statement by June 18, 2026 via electronic mail to victor_nuno@ios.doi.gov. The Government retains sole discretion to determine whether to compete the action based on capability statements received. The action is classified under NAICS 513210 (Software Publishers).
