1. THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. SPECIFICATIONS ARE NOT AVAILABLE AT THIS TIME.
2. This acquisition will be solicited as competitive to local sources in accordance with FAR 6.302-4. Local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation, in accordance with the provisions of the U.S.-Japan Status of Forces Agreement.
3. This project is for Environmental Testing Services to protect the public health and the environment. The anticipated Contractor shall provide environmental testing services, for drinking water, waste water, air emissions, incinerators, industrial waste, sediment, and soil, at various U.S.
Military/U.S. Government facilities in Japan, including but not limited to, U.S. Naval Station Yokosuka and Sasebo, Naval Air Facility (NAF) Atsugi, Yokota Air Force Base, Misawa Air Base, Marine Corps Air Station (MCAS) Iwakuni, Camp Fuji, on mainland Japan, and Marine Corps Base (MCB) Butler, Okinawa, and Commander Fleet Activities Okinawa and their supported outlying facilities. This requirement will be acquired under NAICS 541380, Testing Laboratories.
4. The project is comprised of a basic award and four (4) option periods.
5. The basic award (CLIN 0001 for FFP and CLIN 0002 for IDIQ, respectively) scope of work includes, but is not limited to provision of all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide environmental testing services at various U.S.
Military/U.S. Government facilities in Japan.
6. Option CLINs 0003 through 0010 (FFP and IDIQ), are for the continuation of services as stated in item 5 above.
7. This procurement shall utilize Best Value Tradeoff Source Selection Procedures issuing one solicitation, with the intent to award a Firm-Fixed-Price, Indefinite-Delivery/Indefinite-Quantity (IDIQ) combination contract for Environmental Testing Services.
8. The Government intends to award a single-award contract to the responsible offeror whose proposal represents the best value after evaluation in accordance with the solicitation.
9. Interested offerors can view and/or download the solicitation from Asia Navy Electronic Commerce Online (AsiaNECO) at https://asia.neco.navy.mil when it becomes available on or approximately 21 November 2014.
Hard copies of the solicitation will not be provided.
It is the offerorâs responsibility to check the websites daily for any amendments to this solicitation. All interested offerors shall register at the website https://asia.neco.navy.mil.
Offerors must be registered with the System for Award Management (SAM) in order to receive a Government contract award. To register, the SAM internet address is: https://www.sam.gov/portal/public/SAM/. Offerors must have an active registration in SAM and must have active Representations and Certifications in SAM.
Interested offerors are encouraged to register as soon as possible.
10. The information being requested does not constitute a Request for Proposal or a commitment on the part of the Government to award a contract nor to pay for any costs incurred as a result of replying to this notice.
