About this opportunity

The Defense Microelectronics Activity (DMEA) is seeking qualified vendors to establish a Blanket Purchase Agreement (BPA) for environmental testing services of electronic assemblies to support Department of Defense programs. Offerors must demonstrate in-house capability to perform at least eight of twenty-seven microelectronics test services, including vibration testing, thermal cycling, humidity testing, electromagnetic interference testing, and others, with options to subcontract remaining services to local area laboratories. The Government intends to award a maximum of three BPAs to qualified, responsible offerors without discussions, establishing a competitive pool for future task orders. Evaluation will be conducted in three main factors: technical capability to perform the required tests and proximity to DMEA's McClellan, California location (highly preferred but not required); past performance on similar Government or commercial contracts completed within the last three years; and pricing based on fully burdened labor rates, equipment and software hourly/daily rates, and materials and consumables pricing. Proposals must be submitted via email to the Contracting Officer no later than 2:00 PM Pacific Time on February 19, 2026, with technical proposals limited to five pages and optional past performance proposals limited to three pages.

This procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures for full and open competition with no set-aside designations. The cumulative BPA ceiling is $900,000 across all awardees, with a minimum order value of $2,500 per task order and a three-year performance period expiring upon ceiling exhaustion or three years after award, whichever comes first. Upon award, the BPA will become a binding bilateral agreement, with subsequent task orders issued through competitive Requests for Quote (RFQ) to all BPA holders, requiring quotes within five business days at rates no higher than the contractor's most favored customer pricing. The place of performance is McClellan Park, California, with vendor location within 120 miles of DMEA being preferred, and services must be initiated within fifteen calendar days of order receipt. No current incumbent contractor has been identified in the solicitation materials, and all BPA holders must comply with DFARS clauses, safeguarding requirements for covered defense information, and various federal labor and employment standards.
