About this file

This is a Performance Work Statement (PWS) for DMEA 25-5E2 dated 2 October 2025, establishing a Blanket Purchase Agreement (BPA) for environmental testing of electronic assemblies.

DMEA seeks environmental testing services for developmental, prototype, and production electronics systems to support Department of Defense programs addressing obsolescence issues and satellite communications solutions. The contractor must have internal capabilities to perform at least eight of the listed microelectronics test services, with options to subcontract remaining tests to local area laboratories. Required test services include vibration testing (random and mixed mode up to 2 kHz), physical shock testing (classical shock, drop shock, and SRS shock synthesis), compression and tension testing, extreme thermal testing (cryogenic to 1000°F), acceleration testing (up to 1500 sustained G), thermal cycling and thermal shock testing, altitude testing (up to 80,000 feet), humidity testing (condensing and non-condensing), salt-fog testing (steady, cyclic, and dunk methods), UV exposure testing, solar radiation cycling, combined environment testing, sand and dust testing, rain testing, proof testing, electrical testing, coating testing, electromagnetic interference and electrostatic discharge testing, magnetic interference testing, package performance testing, semi-anechoic chamber testing, and acoustics chamber testing. The contractor must also provide test fixture design and fabrication services, tailoring recommendations for DMEA-provided test plans, and technical reports within five days of test completion documenting test parameters, results, faults, anomalies, and conclusions. Test execution must be scheduled within 30 days of DMEA's request, DMEA engineers must be allowed to observe testing, and all provided materials and fabricated fixtures must be returned upon completion. Deliverables include Technical Report (CDRL A001) and Design Report (CDRL A002), both due 15 days prior to the end of the performance period with Distribution Statement B restrictions and unlimited government data/computer software rights.
