This is a Sources Sought Notice in accordance with FAR Part 10, Market Research. This is for planning purposes only and there is no solicitation available at this time. All responses will be used for market analysis in determining the availability of interested and capable 8(a) companies and may be used to determine the appropriate acquisition strategy.
The Army Contracting Command, Aberdeen Proving Ground (ACC-APG) is seeking potential sources for a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract in accordance with FAR 16.504 for Installation-wide Environmental Services/Support in maintaining compliance will all applicable Federal, State and Local environmental laws and regulations. The intention is to procure these services as a competitive 8(a) set-aside. The previous Multiple Award IDIQ was competed under the 8(a) program and seven (7) contracts were awarded in the Fiscal Year 2017.
INFORMATION AND INSTRUCTIONS:
Based on the responses to this sources sought notice/market research, this requirement may be set-side for small business under the 8(a) Program. All qualified 8(a) Small Businesses shall be registered under the Dynamic Small Business Search Engine located at http://dsbs.sba.gov/dsbs/search/dsp_dsbs.cfm. Telephone inquiries will not be accepted, and no feedback or evaluations will be provided to companies regarding their submissions. The contractor shall provide a wide range of Environmental Support Services (to include facility maintenance activities or construction and demolition or both), to comply with federal and state environmental laws and regulations at properties within the control of Aberdeen Proving Ground (APG). The Contractor shall execute work to meet the objectives/milestones in specific task order performance work statements.

All work shall be performed on individual task orders at one of the following areas: Aberdeen Area, Edgewood Area, Churchville Area, Carroll Island Area, Spesutie Island Area, and Grace’s Quarters Area, and Adelphi. For plans, the contractor shall design sediment and erosion control plan, storm management plan, and critical area plan, and must obtain Maryland Department of Environment (MDE) and State of Maryland Critical Area Commission approvals, respectively.
The planned length or duration of this contract is five (5) years (one base year and four option years.) Estimated total value of this contract, including a base and four (4) option years is between $20-25 million for the entire multiple award.
