The Army Contracting Command (ACC), Aberdeen Proving Ground (APG), Tenant Division, Facilities Branch, intends to issue a solicitation for the re-compete of the award of seven (7) Indefinite Delivery Indefinite Quantity (IDIQ) for Basic Environmental Support Services (BESS IV).  The objective of this effort is to provide basic environmental services to US Army Garrison APG’s Directorate of Public Works - Environmental Division (DPW-ED) and to all tenants supported by DPW-ED in need of environmental services. The funding sources for this acquisition are therefore expected to vary. However, the primary objective remains, regardless of the proponent or funding source, and that is to provide a variety of environmental support services required for APG to achieve its collective missions.  The contractor shall provide a wide range of Environmental/DPW Services to include facility maintenance activities or construction and demolition or both to comply with federal and state environmental laws and regulations at properties within the control of APG and Garrison Supported Organizations (GSOs). The Contractor shall execute work to meet the objectives/milestones in specific task order performance work statements.

All work shall be performed on individual task orders at one of the following areas:  Aberdeen Area, Edgewood Area, Churchville Area, Carroll Island Area, Spesutie Island Area, Grace’s Quarters Area, Adelphi and Blossom Point, Maryland. 

The total estimated value of this requirement including base and four (4) option years is between $20-$25 million for the entire multiple award.

This procurement will be solicited as a 100% competitive 8(a) set aside in accordance with the authorities granted by the Small Business Administration and the Federal Acquisition Regulation (FAR) Part 19.  The Government intends to award a minimum of three (3) – five (5) IDIQs on a Firm Fixed Price (FFP) basis.  The solicitation is will be posted on or about 16 August 2021 via the Federal Business Opportunities (FedBizOpps) website at http://www.sam.gov.  The solicitation number is W56ZTN-21-R-0001.  The Government will not issue paper copies.   All inquiries must be submitted via email to the person(s) specified in the solicitation.  NO TELEPHONE INQUIRIES WILL BE ACCEPTED.

The North American Industry Classification System (NAICS) code for this work Is 541620 (Environmental Consulting Services) with the small business size standard of $16.5 million.  The Performance Work Statement, applicable specifications, and the evaluation criteria will be included in the solicitation or as an attachment.  All qualified 8(a) certified companies are invited to submit proposals in response to ACC-APG’s solicitation.  Technical data required to respond to the solicitation will be provided with the solicitation.  All offerors are required to register in the System for Award Management (SAM) database prior to award of a contract.  Offerors must be registered under the NAICS code 541620.  Registration in SAM can be accomplished at www.sam.gov.
