The Naval Facilities Engineering Service Center (NAVFAC ESC) is one of the specialty centers of the Naval Facilities Engineering Command (NAVFAC). NAVFAC ESCâs Environmental Department requires a contract to provide environmental support to satisfy overall operational objectives of the U.S. Navy and Marine Corps installations and to other federal organizations. Required services may be performed at any location worldwide, including Navy and Marine Corps facilities in both the continental United States (CONUS) and outside the continental United States
(OCONUS). This contractâs purpose is to obtain various engineering and incidental services for: â¢Environmental program development and implementation.
â¢Research, development, testing, and evaluation (RDT&E) of innovative environmental technologies, strategies and techniques. â¢Implementing innovative environmental technologies, strategies and techniques. â¢Technical consultation.

SYNOPSIS FOR PERFORMANCE BASED ENVIRONMENTAL SERVICES AND TECHNOLOGIES (ESAT) CONTRACT / Specialty Center Acquisitions NAVFAC, Naval Base Ventura County, Port Hueneme, CA, is preparing to release a Request for Proposal (RFP) for an Environmental Services and Technologies contract / The Naval Facilities Engineering Service Center (NAVFAC ESC) is one of three specialty centers of the Naval Facilities Engineering Command (NAVFAC). NAVFAC ESC's Environmental Department requires a contract to provide environmental support to satisfy overall operational objectives of the U.S. Navy and Marine Corps installations and to other federal organizations. Required services may be performed at any location worldwide, including Navy and Marine Corps facilities in both the continental United States (CONUS) and outside the continental United States (OCONUS). Work will be performed in office settings and in the field. / These environmental services include various engineering and incidental services for: / a. Environmental program development and implementation; / b. Research, development, testing, and evaluation (RDT&E) of innovative environmental technologies, strategies and techniques; / c. Implementing innovative environmental technologies, strategies and techniques; / d. Technical consultation. / The Performance Work Statement is included in the synopsis as an attachment. /
The resulting contract will be a Single Award, Cost-Plus-Fixed-Fee, Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract. The solicitation will be issued as unrestricted. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 541330 Environmental Engineering Services with an annual small business size standard of $4.5 Million. The contract will be awarded for a base period of one year with four one year option periods. The minimum guarantee will be $10,000 and will apply to the five-year term of the contract. The aggregate value of all task orders issued under the resulting contract over the five year period shall not exceed $75 Million. / If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period of up to six months under the Option to Extend Services clause. / This contract will replace a Single Award, Cost-Plus-Award-Fee IDIQ contract for similar services awarded in 2007 for a maximum aggregate value of $30 Million. Information about the current contract and the incumbent Contractor (e.g., firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. /
The solicitation will be available by electronic media only and will be available for viewing or downloading at https://www.neco.navy.mil/ or https://www.fbo.gov under solicitation number N62583-10-R-0383 when it becomes available. Offerors must be registered in the Contractor's Central Registration (CCR) at https://www.bpn.gov/ccr/ in order to participate in this procurement. /
