This is a Statement of Work (SOW) for environmental qualification testing (EQT) of the Combined All-Domain Command and Control System Afloat (CAC2S Afloat) Data Processing Assembly and Workstation Mount. The contractor shall perform comprehensive environmental and electromagnetic compatibility testing on government-furnished equipment to verify compliance with naval shipboard survival and operational requirements following a hardware technology refresh. Testing requirements include shipboard shock per MIL-DTL-901E (Grade A, Class II, Type A, Medium Weight Deck Simulating Shock Test), shipboard vibration per MIL-STD-167-1A (4 Hz to 33 Hz, three orthogonal axes), transportation vibration and shock per MIL-STD-810H, and electromagnetic interference testing per MIL-STD-461G (both conducted and radiated emissions). For the Data Processing Assembly only, additional EMI testing includes CS101, CS114, CS115, CS116 (conducted) and RS101, RS103 (radiated). Operational and storage temperature/humidity testing shall be conducted per MIL-STD-810H at specified ranges (+33°C to -40°C), and ship power interface testing per MIL-STD-1399.

The contractor shall develop and submit an Environmental Test Plan and EMI Test Plan for government approval within 30 days of contract award (draft) and 15 days prior to testing (final). Testing is required to begin June 2027 or earlier, with a Test Readiness Review to occur 10 days prior to testing. Key deliverables include A001 (test plans), A002 (comprehensive test reports due 30 days post-testing, with final version 15 days after government comments), and A003 (Failure Analysis and Corrective Action Reports due within 5 business days of any test failure). The contractor shall also provide weekly status updates and organize monthly progress review meetings via Microsoft Teams. Contract closeout occurs 15 days after final test report approval. The Government will furnish the Data Processing Assembly (approximately 800 lbs) and Workstation Mount with laptop (approximately 50 lbs), along with required electrical connections. All testing failures must be reported within 24 hours and testing shall not resume without written government authorization.

Statement of Work (SOW) for Environmental Qualification Testing (EQT) of Combined All-domain Command and Control System (CAC2S) AFLOAT Data Processing Assembly and Workstation Mount

1.0 Scope

1.1 Purpose

This Statement of Work (SOW) defines the requirements for environmental and electromagnetic compatibility testing of the Combined All-Domain Command and Control System Afloat (CAC2S Afloat) Data Processing Assembly and Workstation Mount. The objective is to engage a qualified testing contractor to perform environmental qualification testing (EQT) to verify that this updated enclosure assembly and workstation mount meets all naval shipboard survival and operational requirements.

1.2 Background

The CAC2S Afloat system has undergone a hardware technology refresh, which changes multiple major pieces of equipment within the Data Processing Assembly and Workstation Mount. These changes alter the weight, center of gravity, power dissipation, thermal characteristics, and electromagnetic signature of this specific enclosure. Re-qualification is required to verify system integrity and compliance with shipboard environment standards.

2.0 Applicable Documents

The following documents of the exact revision listed below form a part of this SOW to the extent specified herein:

MIL-DTL-901E: Shock Tests, H.I. (High-Impact) Shipboard Machinery, Equipment, and Systems, Requirements for MIL-STD-167-1A: Mechanical Vibrations of Shipboard Equipment (Type I - Environmental Vibration) MIL-STD-461G: Requirements for the Control of Electromagnetic Interference Characteristics of Subsystems and Equipment MIL-STD-810H: Department of Defense Test Method Standard: Environmental Engineering Considerations and Laboratory Tests MIL-STD-1399 (Section 300A): Shipboard Power Interface

3.0 Requirements

3.1 General Requirements

The contractor shall provide all necessary engineering, technical personnel, facilities, test equipment, fixtures, and materials to perform environmental qualification and EMI testing as specified in Section 3.3. The testing will be conducted on Government-Furnished Equipment (GFE).

The contractor's responsibilities include:

1. Development of an Environmental Test Plan and EMI Test Plan for Government approval prior to testing. A001 – Once test plan is approved, Vendor would be able to invoice for test plan submitted.

2. Design, fabrication, and verification of any specialized test fixtures required for shock and vibration.

3. Conducting a Test Readiness Review (TRR) with the Government technical team.

4. Execution of the tests in accordance with the approved Test Plans and applicable military standards.

5. Provision of a comprehensive Test Report (A002) documenting all test setups, calibration data, test execution, results, and any anomalies or failures. A002 – Contract is complete 15 days after Final Test Report approval. A003 – All failures shall be reported via Failure Analysis and Corrective Action Report (FACAR).

6. Provide a brief, informal status update via email to the Government technical team. The update shall consist of simple lists or bullet points summarizing: (1) key tasks completed during the current week, and (2) planned activities for the upcoming week. The update is due by Close of Business (COB) each Friday.

7. Organize, host, and facilitate a monthly progress review meeting via Microsoft Teams to discuss overall project progress and milestones. Meetings shall occur once per calendar month at a date and time mutually agreed upon by the Contractor and the Government technical lead. The Contractor shall provide a meeting agenda at least two (2) business days prior to the review and distribute meeting minutes within three (3) business days following the session.

3.2 Government Furnished Equipment

The Government will provide the following test assets:

1. Data Processing Assembly (Approximate Dimensions: 60 inches height, 29 inches width, 41 inches depth; Approximate Weight: 800 lbs)

a. The enclosure requires two connections of electrical power (115 VAC, 60 Hz, single phase) and will be tested in an active/operational state during operational test phases.

2. Workstation Mount with Laptop (Approximate Dimensions: 17 inches height, 18 inches width, 16 inches depth; Approximate Weight: 50 lbs)

3.3 Detailed Test Requirements

The contractor shall conduct the following environmental and electromagnetic tests.

Data Processing Assembly and Workstation Mount:

· Shipboard Shock (MIL-DTL-901E): Grade A (essential for safety/combat), Class II (shock isolated), Type A (Principal Unit). Medium Weight Deck Simulating Shock Test (MWDSST) due to enclosure weight.

· Shipboard Vibration (MIL-STD-167-1A): Type I (Environmental Vibration). Frequency Range: 4 Hz to 33 Hz. Resonance search, variable frequency, and 2-hour endurance test in each of the three orthogonal axes.
