About this opportunity

The Naval Supply Systems Command Fleet Logistics Center Norfolk, procuring on behalf of the Naval Oceanographic Office, seeks quotations from small businesses for one complete Environmental Node Instrumentation for Acoustic data Collection (ENIAC) system, with proposals due July 6, 2026. The procurement is a total small business set-aside under simplified acquisition procedures.

Place of performance is Stennis Space Center, Mississippi. The ENIAC system comprises two multi-channel hydrophone recorders (ORCA by Turbulent Research or equal), 40 hydrophones (High Tech Inc. HTI-90-U or equal), 30 depth sensors (internal or external Star Oddi Starmon TD equivalent), two spar buoys with mooring systems (Mooring Systems S-200 or equal), ten underwater transponders (cNODE Mini S 37-40V-Ti or equal), four laptops (Intel Core 7 13th Gen minimum with 32GB RAM and 1TB storage), and 30 single-channel hydrophone recorders (Porpoise by RS Aqua or equal). Delivery is firm-fixed-price, FOB destination, required within nine months of contract award. Bluetooth capability on laptops must be disabled at hardware level (BIOS) or physically removed. Software licensing must be priced as multi-year subscriptions in the base quote rather than perpetual licenses with annual maintenance options.

Vendors must submit detailed datasheets, communications protocol documentation, user manuals, software licensing price lists, and indication of internal versus external depth sensor provision. Personnel must comply with Controlled Unclassified Information handling requirements and security protocols. The NAICS code is 334290, Other Communications Equipment Manufacturing, with a small business size standard of $25 million. Award will be based on lowest price unless past performance information indicates otherwise, in which case the Government reserves the right to conduct a price and past performance tradeoff.
