About this opportunity
The National Oceanic and Atmospheric Administration Fisheries issued a Notice of Intent to Negotiate a Sole-Source Contract with Gulf of Maine Lobster Foundation, Inc. for environmental monitoring services on lobster traps and large trawlers, with responses due July 10, 2026. This procurement restricts competition to the named vendor under simplified FAR procedures; however, other vendors may submit capabilities statements by the deadline to demonstrate they can meet the requirement.
The contract supports NOAA's Environmental Monitors on Lobster Traps (eMOLT) program and will cover a one-year base period plus four one-year option periods, with a ceiling of $9 million. Scope includes recruiting and meeting with fishermen; procuring field equipment and supplies; providing at least one full-time lead dockside technician; coordinating with cellular providers and managing invoice payments; maintaining cloud infrastructure; and generating quarterly financial reports. The contractor will install science equipment on fishing vessels, collect and transmit environmental data, and provide dockside services across fishing ports from Maine through North Carolina, supporting over 145 fishing vessels.
Vendors submitting responses must include a capabilities statement demonstrating comprehensive understanding of all requirements, ability to perform each task, capability to provide high-resolution data access to fishing vessels, and supply compatibility with existing systems. Responses are due by 2:00 P.M. Pacific Standard Time on July 10, 2026, and should be directed to Contract Specialist Jamie Abu Shakrah (Jamie.AbuShakrah@noaa.gov) and Contracting Officer Rachel Stone (Rachel.Stone@noaa.gov).
