NOAA intends to award a sole-source contract to Gulf of Maine Lobster Foundation, Inc. (GOMLF) for non-personal services supporting the Environmental Monitors on Lobster Traps (eMOLT) program and Large Trawlers commercial services. The contractor will provide installation of science equipment on fishing boats, data collection, and data transmission services at fishing ports between Maine and North Carolina, supporting over 145 fishing vessels with environmental monitoring systems. Vendors believing they can meet this requirement must submit written responses by 2:00 P.M. Pacific Standard Time on July 10, 2026—fifteen calendar days from notice publication. Responses must include a capabilities statement demonstrating comprehensive understanding of requirements, ability to perform all required tasks, provide high-resolution data access to fishing vessels, and ensure supply compatibility with existing systems.
