About this opportunity
The Department of the Air Force Air Education and Training Command seeks an Entrapment Area System comprising a two-door access control installation and upgrade, with proposals due July 28, 2026, and questions due July 21, 2026. The procurement is 100% set-aside for small businesses (NAICS 335999, 600-employee size standard).
Place of performance is Keesler Air Force Base, Mississippi (Building 4330, Room 143). Delivery is required by September 4, 2026.
The system must comply with AFMAN 10-207 paragraph 5.2.5.3 and include one commercial-grade exterior keypad rated for 100+ daily uses, two Proximity Access Card scanners, exit buttons at specified locations, and a minimum of 25 individually programmable PACs. The standalone computer with 24-inch monitor and operating software must function indefinitely without internet connectivity, Wi-Fi, Bluetooth, or integrated camera. The contractor must install balance magnetic switches on both doors, configure the system to prevent simultaneous door opening by default, and provide three controller positions with override capability via "OPEN"/"SECURED" switches. Battery backup power with at least 4 hours of operating capacity is required, with magnetic switches failing open during total power outages to permit use of existing cypher locks. The contractor must remove existing buttons, including a security-risk button in the hallway, and provide 24/7 customer service and technical support with 24-hour response times, including hardware and software warranty, licensing, and maintenance support with equipment replacement upon failure.
CMMC Level 1 compliance and Item Unique Identification (IUID) marking for items exceeding $5,000 are required. Evaluation criteria are compliance, price, and technical factors in that order, with award to the lowest-price technically acceptable quote. The firm fixed-price contract uses PSC 6350. A mandatory site visit is scheduled for July 16, 2026, at 9:00 a.m. CST; pre-registration of no more than two representatives per company is due July 14, 2026.
