About this opportunity

The Federal Deposit Insurance Corporation seeks a Basic Ordering Agreement for enterprise-wide area network and local area network services spanning 15 years, with Phase I technical proposals due October 19, 2026, and final proposals due November 16, 2026. Questions are due September 28, 2026. Amendment 1 was posted October 2, 2026, adding clarifications, a complete office location list, and updated pricing worksheets; this amendment does not change due dates.

Place of performance is Arlington, Virginia, with service delivery across all FDIC locations nationwide, including seven colocation hub sites (Chicago, Dallas, San Francisco, Washington DC, Denver, New York, and Atlanta), four cloud and internet interconnection hubs, and approximately 80 to 146 FDIC regional, area, and field offices nationwide. The NAICS code is 517111, Wired Telecommunications Carriers; PSC code is 7G21, IT and Telecom—Network Digital Network Products.

The contract base runs February 1, 2027, through January 31, 2032, with two optional five-year extensions (February 1, 2032–January 31, 2037, and February 1, 2037–January 31, 2042). Services comprise three task orders: colocation services with private cages and cabinets at seven hubs (99.99% power availability, 99.9% temperature and humidity controls); vendor services including 17 backbone circuits at 10 Gbps with vendor and geographic diversity, redundant cloud interconnection (10 Gbps pairs), and internet connectivity (10 Gbps redundant pairs); and office connectivity ranging from 1 Gbps to 10 Gbps circuits across field and regional offices. The contractor must establish a 24/7 network operations center, assign dedicated project management and circuit vendor coordination personnel with minimum seven years of telecom provisioning experience, and comply with FISMA, ISO 27001, PCI DSS, HIPAA, and SOC 2 Type II standards. Circuit availability must meet 99.9% per month with SLA credits calculated as the greater of $100 or prorated monthly recurring cost. Redundant circuits may use the same carrier if physically and geographically diverse routes are demonstrated. Cloud connectivity is currently limited to Microsoft Azure but expandable. Contractor personnel must be located in U.S. states and territories. The incumbent is Equinix. Offerors must submit completed pricing workbooks with not-to-exceed amounts for non-recurring costs and monthly recurring costs across all three task orders and all contract periods. Phase I technical approach responses are limited to eight pages.
