About this file

This is a Statement of Work (SOW) and pricing solicitation document for the Federal Deposit Insurance Corporation's Enterprise Wide Area Network (WAN) and Local Area Network (LAN) Services Basic Ordering Agreement (BOA). The FDIC seeks a service provider to deliver comprehensive managed WAN services across all U.S. FDIC locations, with a contract period spanning 15 years (Base: February 1, 2027 – January 31, 2032; Option 1: February 1, 2032 – January 31, 2037; Option 2: February 1, 2037 – January 31, 2042).

The SOW encompasses three primary task orders: (1) Colocation Services providing secure, redundant data center space at seven hub locations (Chicago, Dallas, San Francisco, Washington DC, New York, Atlanta, and Denver) with 99.99% power availability and 99.9% temperature/humidity controls; (2) Vendor Services including WAN backbone connectivity via 17 dedicated 10G circuits connecting hub locations, direct cloud interconnection (20GB redundant pairs) at four hubs, and internet connectivity (10GB redundant pairs) at the same four locations; and (3) Office Connectivity providing 1GB circuits to approximately 80+ FDIC regional, area, and field offices nationwide. All services require carrier-neutral, physically diverse fiber paths with separate providers, proactive circuit monitoring, 24/7 Network Operations Center support, and compliance with FISMA, ISO 27001, PCI DSS, HIPAA, and SOC 2 Type II standards. The contractor must assign a dedicated Project Manager and Circuit Vendor Coordination Lead, deliver weekly status reports and monthly SLA reports, provide reason-for-outage (RFO) reports within five business days, and maintain comprehensive online portals for environmental monitoring, access logging, and ticketing. Proposal Phase I Technical Approach responses are due by 2:00 p.m. on October 19, 2026, with final proposal submissions due by 1:00 p.m. EST on November 16, 2026. Pricing must be submitted as Not-to-Exceed (NTE) amounts in provided Excel workbooks covering Non-Recurring Costs (NRC) and Monthly Recurring Costs (MRC) for all services across the base and option periods.

1.0 INTRODUCTION

The Federal Deposit Insurance Corporation (FDIC) intends to award a contract to a partner who can provide a range of Enterprise Wide Area Network (WAN) services to all FDIC locations across the United States. This includes geographically diverse colocation services, highly available and redundant telecommunications services, internet connectivity, and cloud connectivity. The following are high-level services for the Enterprise WAN contract.

• Colocation Services

• Backbone Connectivity

• Regional & Area Office Connectivity

• Field Office Connectivity

• Internet Services

• Cloud Connectivity

BACKGROUND

The FDIC network has evolved into a colocation and interconnection platform providing the Corporation distributed scale and security. The backbone consists of a dedicated private network infrastructure leveraging seven “hub” locations across the nation. Additional services include highly available and redundant office connectivity for Regional and Area Offices via provider and path diversity, highly available office connectivity for Field Offices via provider and path diversity, colocation services at each “hub” location, distributed internet connectivity, and private cloud connectivity.

As illustrated in Figure 1, the FDIC WAN backbone consists of seven “hub” locations. Each “hub” location consists of multiple colocation cages with fully redundant power and universal power supply (UPS) including backup generators leaving no single point of failure. FDIC provides Government Furnished Equipment (GFE) within each cage and is ultimately responsible for the architecture and design, deployment, operations, and maintenance. All seven “hub” locations are connected via 10G circuits. Circuit redundancy is achieved via vendor and geographical diversity.

Section C - Description/Specifications/Work Statement PAGE 18 OF 94

Figure 1: Provider Hub Backbone

Four of the seven “hub” locations provide geographically distributed services, such as internet and cloud connectivity (shown in table below). This configuration allows the user access to the closest “hub” location for connectivity ultimately decreasing latency and offering an improved user experience.

Cloud connectivity consists of private, low latency connectivity to major commercial cloud providers using their native private interconnection services. This connectivity should not rely on public internet unless encrypted. Additionally, this cloud solution must support dynamic scaling and multi-cloud integration without re-architecture.

Internet connectivity is available through multiple providers for highly available and redundant services. Internet services are burstable where possible and comply with Trusted Internet Connection (TIC 3.0) use cases.

Cloud and internet connectivity should provide direct, private, and secure local connections at the four hub locations and not be extended via circuits or other backhaul methods.
