About this opportunity

The Department of Defense Washington Headquarters Service awarded a sole-source, hybrid firm-fixed-price and cost-plus-fixed-fee bridge contract to Tecolote Research, Inc. for $1,266,309.49 on September 9, 2026, for sustainment, operation, and enhancement of the Enterprise Visibility and Management of Operating and Support Cost (EVAMOSC) system in support of the United States Marine Corps.

The base performance period runs from September 9, 2026 through March 8, 2027. Work includes personnel, supervision, and services to operate and maintain the government-owned EVAMOSC data analytics platform, including data ingestion and integration from multiple Department of War business systems, maintenance of government-specific business rules for cost estimating structure mapping, system enhancement and user support, and security and compliance within a Secret-level operating environment. The award was made under 10 U.S.C. 3204(a)(1) and RFO 6.103-1 based on Tecolote Research's unique institutional knowledge of the system's custom-built analytical tools, complex business rules, and USMC data interfaces. A Notice of Intent to Sole Source posted on SAM.gov from August 18–24, 2026 yielded no competing responses. The original acquisition was conducted on a competitive basis.
