About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) document for a sole-source contract award.
The Department of War's Washington Headquarters Services Acquisition Directorate seeks to award a sole-source, hybrid firm-fixed-price and cost-plus-fixed-fee bridge contract to Tecolote Research, Inc. for sustainment, operation, and enhancement of the Enterprise Visibility and Management of Operating and Support Cost (EVAMOSC) system. The base performance period runs from September 9, 2026 to March 8, 2027 (6 months). The contractor shall provide personnel, supervision, and services to operate and maintain the government-owned EVAMOSC data analytics platform, including data ingestion and integration from multiple Department of War business systems, maintenance of government-specific business rules for cost estimating structure mapping, system enhancement and user support, and security and compliance within a Secret-level operating environment. This non-commercial service requirement supports the Office of the Secretary of War Cost Assessment Program Evaluation's statutory mandate under FY26 NDAA Section 1803 to track and report on weapon system operating and support costs, particularly processing data inputs from the United States Marine Corps into the platform.
The justification cites 10 U.S.C. § 3204(a)(1) as implemented by RFO 6.103-1, asserting Tecolote Research is the only responsible source capable of continuing operations without unacceptable mission degradation due to its unique institutional knowledge of the system's custom-built analytical tools, complex business rules, and USMC data interfaces since inception. Market research conducted via a Notice of Intent to Sole Source posted on SAM.gov from August 18-24, 2026 yielded no competing responses. Fair and reasonable pricing will be determined through cost analysis for Cost-Plus-Fixed-Fee line items per FAR 15.404-2 and price analysis for Firm-Fixed-Price line items per FAR 15.404-1, utilizing comparison against Independent Government Cost Estimate, historical predecessor contract pricing, and evaluation of fixed fee based on risk and complexity. The original acquisition was conducted on a competitive basis.

Performance Period Performance Period Dates
Base Period (6 months September 9, 2026 to March 8, 202
3. DESCRIPTION OF SUPPLIES/SERVICES: The contractor shall provide the necessa1y personnel, supe1vision, and se1vices to operate, maintain, and enhance the government-owned EV AMOSC data analytics platfonn. This is a non-collllllercial se1vice requirement (reference A l 1, Non-Collllllercial Justification). The scope of work includes, but is not limited to:
• Data Ingestion and Integration: fugestion, standai·dization, cleansing, and integration of data from multiple Depa1iment of War (DoW) business, logistics, and financial data systems.
• Maintenance of Business Rules: Application and continuous refinement of the unique, government-specific business rnles and logic required to map disparate data sources to the OSW CAPE Operating and Suppo1i (O&S) cost estimating structure for major weapon systems.
• System Enhancement and User Support: Providing analytical support to government users, ti·oubleshooting data issues, and perfonning necessaiy softwai·e development to enhance system capability in response to evolving user needs and data sources.
• Security and Compliance: Ensuring the system remains compliant with all DoW security protocols within its Secret-level operating environment.
The primary objective is to ensure the uninterrupted flow of accurate and authoritative O&S cost data to DoW leadership to fulfill the statutory mandate under FY26 NDAA, Section 1803.
4. AUTHORITY CITED: This action is authorized under provisions of 10 U.S.C. § 3204 (a)(1) as implemented by RFO 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. REASON FOR AUTHORITY CITED: This action is justified under the authority of RFO 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Tecolote Research, Inc. is the only contractor that possesses the unique and highly specialized qualifications required to continue the mission-critical operation of the EVAMOSC system without service interruption.
• Contractor’s Unique Qualifications: Tecolote Research, Inc. is the only source capable of satisfying this requirement without causing unacceptable mission degradation. As the developer and sustainer of the Enterprise Visibility and Management of Operating and Support Cost (EVAMOSC) system since its inception, Tecolote Research, Inc. possesses highly specialized, non-reproducible, expertise regarding the unique USMC data source interfaces.
Tecolote Research personnel maintain hands-on knowledge of EVAMOSC's custom-built analytical tools, complex business rules, and specific historical data anomalies. Introducing a new contractor at this juncture would introduce severe risk to data integrity and system availability, as an alternative source lacks the necessary institutional knowledge to maintain the platform's intricate architecture.
• Serious Injury to the Government: A service gap in the EVAMOSC program would inflict immediate and severe injury on the Government in the following ways:
• Failure to Meet a Statutory Mandate: The EVAMOSC system is the sole mechanism by which CAPE fulfills its statutory obligations to track and report on weapon system operating costs.
• Compromise of Major Budgetary Decisions: The data provided by EVAMOSC is essential for the development of the President's Budget, Program Objective Memorandums (POM), and other multi-billion-dollar acquisition and divestiture decisions. The absence of this data would force senior leaders to make critical resource allocation decisions without the required empirical evidence, undermining the data-driven principles of Executive Order 14222 and risking significant waste of taxpayer funds.
• Operational and National Security Risk: The continuous flow of accurate O&S cost data is vital for assessing the health, readiness, and affordability of the Department's weapon systems. A data blackout would impair the ability to forecast sustainment costs, identify fleet-wide readiness issues, and make informed decisions impacting the long-term lethality and availability of our forces.
• Limited Scope of the Action: This sole-source bridge contract is strictly limited in scope and duration. It is not intended to be a long-term solution but is narrowly tailored to provide the minimum services necessary to ensure continuity and prevent the aforementioned serious injury to the Government. The period of performance is limited to only the time required to award the planned competitive follow-on contract, which is already in development.
In conclusion, the impending expiration of the current contract, combined with the severe legal, financial, and operational injury the Government would suffer from a service gap, makes it imperative to ensure uninterrupted performance. Tecolote Research, Inc. is the only source capable of continuing the highly specialized services without a transition period.
6. EFFORTS TO OBTAIN COMPETITION: On August 18, 2026, WHS/AD published a “Notice of Intent to Sole Source” to Tecolote Research, Inc. on Sam.gov. The Notice of Intent was posted for six days and closed on August 24, 2026. The Notice of Intent did not yield any responses.
7. FAIR AND REASONABLE COST DETERMINATION: The Government will determine that the proposed costs and final negotiated price are fair and reasonable in accordance with FAR Subpart 15.4, Contract Pricing. The contractor will be required to submit other than certified cost or pricing data to support its proposal. The Government's evaluation will consist of both cost analysis and price analysis as appropriate for the different contract line items (CLINs):
For the Cost-Plus-Fixed-Fee (CPFF) CLINs, the Government will perform a cost analysis in accordance with FAR 15.404-2. This analysis will evaluate the reasonableness and necessity of individual cost elements, including proposed direct labor hours, labor rates, and indirect rates.
For the Firm-Fixed-Price (FFP) CLINs, the Government will perform a price analysis in accordance with FAR 15.404-1 to determine the overall price reasonableness. To support this comprehensive evaluation and the final determination of fair and reasonable pricing, the following techniques will be used:
• Comparison of the contractor's detailed proposal against the Independent Government Cost Estimate (IGCE).
• Analysis of historical pricing data from the predecessor contract for the same or similar services.
• Evaluation of the proposed fixed fee based on the risk and complexity of the work.
8. MARKET RESEARCH: Market research was conducted in accordance with FAR Part 10 and consisted of publishing a "Notice of Intent to Award a Sole Source" on the System for Award Management (SAM.gov). This notice was posted to identify and solicit capability statements from any sources believing they could satisfy the Government’s requirement without causing a service gap. No responses were received.
9. ANY OTHER FACTS SUPPORTING THE USE OF SOLE SOURCE: N/A
