About this opportunity

The General Services Administration Federal Acquisition Service Assisted Acquisition Services Region 3 intends to extend a task order to REI Systems, Inc. for Enterprise Software Verification & Validation and Quality Assurance testing services to the Defense Manpower Data Center on a sole-source basis under a limited sources justification.

The justification cites urgency and continuity of operations. The current task order, originally awarded June 30, 2021, expires June 30, 2026. A three-month service gap would occur before replacement orders under the Defense Enterprise HR Applications and Data Services Multi-Award Blanket Purchase Agreement commence in September 2026. REI Systems is identified as the sole source capable of providing uninterrupted SV&V/QA services for mission-critical DMDC applications including Veteran Affairs Electronic Health Record Modernization, Defense Health Agency, Entitlement and Benefits, and Duplicate and Identity Resolution Processing. The justification asserts that a new contractor would require six to nine months for ramp-up including knowledge transfer, security clearances, and system access, exceeding the time available. REI's five-year incumbent performance, existing cleared personnel, system access, and institutional knowledge make competitive procurement infeasible within the constrained timeline. Allowing a service lapse would halt critical deployments, degrade production support, and inflict substantial waste on follow-on orders through duplicative rework and lost momentum.

The extension runs six months from July 1, 2026 through December 31, 2026, structured as one three-month base period followed by two option periods (two months and one month). The task order is awarded under GSA's Alliant 2 Government-wide Acquisition Contract utilizing FAR 16.505 ordering procedures. The original contract 47QTCK18D0032 was a combination Firm Fixed Price and Labor Hour contract.
