About this file

Document Type: Justification for an Exception to Fair Opportunity under Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts.

This document justifies extending Task Order 47QFMA21F0025 with REI Systems, Inc. to provide Enterprise Software Verification & Validation (SV&V) and Quality Assurance (QA) testing services for the Defense Manpower Data Center (DMDC). The modification extends the task order for a maximum of six months, commencing July 1, 2026, through December 31, 2026, structured as one three-month base period followed by a two-month option period and a one-month option period. The extension is valued at a redacted amount and is awarded under GSA's Alliant 2 Government-wide Acquisition Contract (GWAC) utilizing FAR 16.505 ordering procedures. The current task order, originally awarded June 30, 2021, as a combination Firm Fixed Price (FFP) and Labor Hour (LH) contract, is scheduled to expire June 30, 2026, creating a three-month service gap before replacement orders under the Defense Enterprise HR Applications and Data Services (DEHRADS) Multi-Award Blanket Purchase Agreement (BPA) commence in September 2026.

REI Systems is identified as the sole source capable of providing uninterrupted SV&V/QA services for critical DMDC applications including Veteran Affairs Electronic Health Record Modernization (EHRM), Defense Health Agency (DHA), Entitlement and Benefits (EnB), Duplicate and Identity Resolution Processing (DIRP), and other mission-essential systems. The justification cites REI's five-year incumbent performance, existing cleared personnel, system access, and institutional knowledge as factors making competitive procurement infeasible within the constrained timeline. A new contractor would require six to nine months for ramp-up, including knowledge transfer, security clearances, and system access—exceeding the time remaining on the current order. The government asserts that competitive procurement costs would outweigh the value of a short-term extension and that allowing a service lapse would halt critical deployments, degrade production support, and inflict substantial waste on follow-on orders through duplicative rework and lost momentum. The Contracting Officer, Project Manager, and Competition Advocate have certified the justification as accurate and in accordance with FAR 16.507-6(b)(2) requirements.
