About this opportunity
Naval Sea Systems Command intends to solicit Enterprise Session Initiation Protocol (SIP) trunking services with responses to the sources sought due August 17, 2026 and full operational capability required by November 30, 2026. The procurement is unrestricted; no set-aside is anticipated.
Performance location is Naval Surface Warfare Center, Port Hueneme Division (NSWCPHD). The contractor must deliver a fully operational, end-to-end SIP trunking solution connecting NSWCPHD's internal VoIP infrastructure to the Public Switched Telephone Network, supporting 400 concurrent calls with burstable capacity and provisioning 4,000+ Direct Inward Dial numbers. Seventy-five dedicated lines for Life, Fire, and Safety systems must be maintained, including 34 building fire alarm auto-dialer panels that must remain NFPA 72 compliant. All existing government telephone numbers, including legacy Centrex lines, must be seamlessly ported. SIP traffic must traverse a dedicated Virtual Private Network or private circuit with no public internet traversal. The solution must be certified interoperable with major IP-PBX platforms such as Cisco CUCM or Avaya Aura, employ SIP over TLS for signaling and SRTP for media, and integrate with the Government's existing Call Manager Emergency Responder system for dynamic E911 location updates.
Contract structure includes a 90-day Phase-In period (September 1 through November 30, 2026) dedicated to Local Number Portability transition, infrastructure setup, and testing with zero live voice traffic disruption, followed by a 12-month Base Year and four optional one-year periods. Service Level Agreements require 99.99% monthly uptime, 15-minute outage response time, and 4-hour Mean Time to Repair. Pricing consists of six CLINs: fixed-price Phase-In/LNP Transition, fixed-price Emergency Responder Integration, fixed-price monthly recurring cost for SIP trunking, fixed-price monthly recurring cost for Centrex Life/Fire/Safety lines, and not-to-exceed CLINs for domestic and international long-distance usage billed in arrears.
