About this file

This is a Statement of Work (SOW) for Enterprise Session Initiation Protocol (SIP) Trunking Services to be provided to Naval Surface Warfare Center, Port Hueneme Division (NSWCPHD). The contractor shall deliver a complete, end-to-end SIP trunking solution connecting NSWCPHD's internal Voice over IP infrastructure to the Public Switched Telephone Network, with full operational capability achieved no later than November 30, 2026. The service must support 400 concurrent calls with burstable capacity, provision 4,000+ Direct Inward Dial numbers, maintain 75 dedicated lines for Life, Fire, and Safety systems (including 34 building fire alarm auto-dialer panels that must remain NFPA 72 compliant), and ensure seamless porting of all existing government telephone numbers including legacy Centrex lines. All SIP traffic must traverse a dedicated Virtual Private Network or private circuit, with no public internet traversal permitted. The solution must be certified interoperable with major IP-PBX platforms such as Cisco CUCM or Avaya Aura, employ SIP over TLS for signaling and SRTP for media, and integrate with the Government's existing Call Manager Emergency Responder system to process dynamic E911 location updates.

The contract structure includes a 90-day Phase-In period (September 1 through November 30, 2026) dedicated strictly to Local Number Portability transition, infrastructure setup, and testing with zero live voice traffic disruption, followed by a 12-month Base Year and four optional one-year periods. The pricing structure consists of six CLINs: CLIN X001 (FFP Phase-In/LNP Transition), CLIN X002 (FFP Emergency Responder Integration), CLIN X003 (FFP Monthly Recurring Cost for SIP Trunking), CLIN X004 (FFP Monthly Recurring Cost for Centrex LFS lines), CLIN X005 (NTE Domestic Long-Distance Usage billed in arrears), and CLIN X006 (NTE International Dialing Usage billed in arrears). Service Level Agreement requirements include 99.99% monthly uptime, 15-minute outage response time, and 4-hour Mean Time to Repair. Initial deliverables due 15 days after Phase-In award include a Life Safety Line Modernization Plan with at least two NFPA-72 compliant alternatives, Transition and Migration Plan, VPN/Network Architecture Diagram, and Technical Interconnection Specifications, with ongoing monthly deliverables including Service Availability Reports, SLA Compliance Reports, and Call Detail Records to substantiate usage-based billing.
