About this opportunity

The Air Force District Washington issued a notice of intent to award a sole-source contract to the University of North Carolina at Chapel Hill for Enterprise Leadership Seminar(s), with responses due by 1:00 PM EDT on July 1, 2026. The procurement will use other than full and open competition under RFO 6.103-1 (only one source capable) and RFO 12.201-1, implemented through 41 U.S.C. 1901.

The seminars teach senior Air Force leaders business and enterprise leadership approaches relevant to Department of Defense operations, combining in-person executive seminars with hybrid formats including pre-recorded modules and live instructor-led sessions. The curriculum addresses strategic planning, innovation, decision-making, negotiation strategies, organizational change, and ethical leadership, with application to defense acquisition and financial management principles.

UNC's sole-source status derives from a prior Navy competitive IDIQ contract (N00189-19-D-Z033) that demonstrated unique capability in senior contracting leader development. Market analysis confirms that commercial enterprise leadership courses exist but lack the same defense acquisition and Space Force mission-specific content. UNC's delivery model and curriculum integration of advanced financial and business concepts in the defense context, developed collaboratively with SAF/AQC, establish it as the only source capable of meeting requirements.

This is not a request for competitive proposals. Interested parties may submit capability information by email to eric.moss.3@us.af.mil by the July 1 deadline. The Government will consider all responses received solely to determine whether to conduct competitive procurement; no competitive solicitation will be issued.
