About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston has awarded a sole-source task order to Akima Data Management, LLC under GSA Multiple Award Schedule Contract 47QTCA24D0062 for enterprise IT support services, with a total value of $7.470962 million.
The justification cites Title 41 U.S.C. 4106(c)(2) as implemented by GSAM 538.7104-3(b)(1)(ii), only one source is capable. The government determined that Akima Data Management is the sole source capable of executing the requirement without catastrophic mission failure due to critical system migrations implemented within the past 30 to 120 days, including the Army Unified Directory Service (AUDS) mandate, Defense Enterprise Provisioning Online (DEPO) sunset, Modern Army Provisioning System (MAPS) cutover scheduled for 31 October 2026, Vasion Print zero-trust migration, classified National Security Systems tooling, Army Mobility Program deployment, and ongoing Authorization to Operate data packet completion. Market research from June through August 2026 received responses from over 90 vendors and seven 8(a) concerns, but only Akima possessed the verified active platform training, Network Enterprise Center administrative tokens, and specialized dual-tenant expertise required. Akima has demonstrated binding workforce retention commitments guaranteeing 100% transition of active Secret-cleared technical personnel on Day 1, holds CMMI Level 3 certifications and active facility clearance, and maintains mature GSA Schedule capabilities.
The contract structure comprises a 12-month base period valued at $2.085128 million, two optional 12-month periods valued at $2.128033 million and $2.171866 million respectively, and a six-month Dash 8 extension valued at $1.085933 million. Performance commences 13 October 2026 through 12 April 2030. Work supports the US Army Office of the Surgeon General, USA HQ MEDCOM, DRUs, and other authorized Army organizations within OCONUS/CONUS. The action is limited to 42 months to stabilize the IT environment, with plans for competitive re-competition at least 18 months prior to Option Period 2 expiration.
