About this file
This is a GSA Federal Supply Schedules Limited Sources Justification (Control No. MICC 2027-1) for a noncompetitive $7.5 million task order award. The U.S. Army Medical Command (MEDCOM) Office of the Surgeon General (OTSG) seeks to award a 42-month firm-fixed-price task order to Akima Data Management, LLC (CAGE 7VW94) under GSA Multiple Award Schedule Contract 47QTCA24D0062, Special Item Number 54151S. The requirement encompasses enterprise Information Management/Information Technology (IM/IT) support services including IT management and coordination, systems and network administration, help desk and workstation support, telecommunications engineering, mission-emergent surge support up to 10% capacity (1,920 hours annually), and service contract reporting. The contract structure consists of a 12-month base period valued at $2,085,128.45, two optional 12-month periods valued at $2,128,033.44 and $2,171,866.94 respectively, and a six-month Dash 8 extension valued at $1,085,933.47, for a total value of $7,470,962.30. Award is projected for 13 October 2026, with performance commencing 13 October 2026 through 12 April 2030, utilizing fiscal year 2027 Operations and Maintenance funds.
The justification cites Title 41 U.S.C. 4106(c)(2) as implemented by GSAM 538.7104-3(b)(1)(ii) ("Only once source is capable") as the authority for limiting competition. The government determined that Akima Data Management is the sole source capable of executing the requirement without catastrophic mission failure due to critical in-flight migrations implemented within the past 30 to 120 days, including the Army Unified Directory Service (AUDS) mandate, Defense Enterprise Provisioning Online (DEPO) sunset and Modern Army Provisioning System (MAPS) cutover scheduled for 31 October 2026, Vasion Print zero-trust migration, classified National Security Systems tooling, Army Mobility Program deployment, and ongoing Authorization to Operate data packet completion. The contractor has demonstrated binding workforce retention commitments guaranteeing 100% transition of active Secret-cleared technical personnel on Day 1, possesses CMMI Level 3 certifications and active facility clearance, and holds mature GSA Schedule capabilities. Market research from June through August 2026 received responses from over 90 vendors and seven 8(a) concerns, but only Akima possessed the verified active platform training, Network Enterprise Center administrative tokens, and specialized dual-tenant expertise required. The action is limited to 42 months to stabilize the IT environment, with plans for competitive re-competition at least 18 months prior to Option Period 2 expiration through development of a comprehensive Technical Data Package and standardized Operating Procedures.

Federal Supply Schedule Limited Source Justification
1. Requiring Activity: MEDCOM OTSG located in Ft Sam Houston, TX and Falls Church, VA
2. Contracting Activity: MICC-Fort Sam Houston, 2205 Infantry Post Road, Bldg 604, Fort Sam Houston, TX 78234-1361
3. Description of Action: Request approval to award a noncompetitive $7.5 million, 3-year (base and two one-year options to include RFO FAR 52.217-8) (firm-fixed-price, task order) with Akima Data Management, LLC., CAGE 7VW94, 2553 Dulles View Dr, Ste 700 Herndon, VA, 20171-5228 under General Services Administration (GSA) Multiple Award Schedule (MAS) Contract 47QTCA24D0062, Special Item Number (SIN) 54151S (Information Technology Professional Services. The Government projects award by 13 October 2026 and fiscal year 2027, Operations and Maintenance funds will be used. Note on Non-Competitive Duration: In accordance with Army and DoD acquisition guidance regarding limited sources actions, this task order has been intentionally restricted to a 3-year core period (Base plus two Option Years) plus RFO FAR 52.217-8 rather than a 5-year lifecycle. This duration represents the minimum operational timeframe necessary to execute and stabilize complex, active in-flight enterprise migrations across the Army Medical Department (AMEDD) enterprise before re-competing the consolidated long-term requirement.
4. Description of Supplies/Services: The Contractor shall provide professional, non-personal enterprise Information Management/Information Technology (IM/IT) support services, supervision, and technical personnel to perform IT help desk support, systems management, network administration, and project management to sustain and optimize the IT infrastructure of OTSG, HQ MEDCOM, Direct Reporting Units (DRUs), and authorized joint medical command users across Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations.

Mandatory SAM.gov reporting and QCP execution (NSP).
Period Period of Performance (POP) Estimated Value Base 13 Oct 2026 — 12 Oct 2027 $2,085,128.45 M
Option 1 13 Oct 2027 — 12 Oct 2028 $2,128,033.44 M Option 2 13 Oct 2028 — 12 Oct 2029 $2,171,866.94 M Dash 8 13 Oct 2029 — 12 Apr 2030 $1,085,933.47 M
Total Value: $7,470,962.30 M
5. Authority Cited: Title 41 U.S.C. 4106(c)(2) as implemented by GSA Manual 538.7104-3(b)(1)(ii) –Only once source is capable.
6. Reason for Authority Cited:
a. Background & Critical In-Flight Migrations (Past 30 to 120 Days): Akima Data Management, LLC is the only source that possesses the specialized qualifications, active credentials, and institutional capability required to manage the existing systems while simultaneously executing urgent transformations across the complex, interdependent IT infrastructure of the Defense Health Agency (DHA), Department of the Army, and DISA networks.
While market research revealed commercial vendors capable of performing standard IT help desk and facilities support in the abstract, the unique operational environment of OTSG/MEDCOM requires newly implemented (within the past 30 to 120 days) specialized systems expertise that only Akima Data Management, LLC can provide without catastrophic mission failure:
Army Unified Directory Service (AUDS) Mandate: In February 2026, MEDCOM implemented AUDS, and in August 2026, OTSG was formally mandated to converge its infrastructure into this cloud-based directory and device management platform. AUDS collapses over 60 disparate legacy unclassified Army Active Directory forests into a single global structure. The work requires active daily coordination with the 93rd and 7th Signal Brigades to install, configure, and migrate endpoint hardware. Only Akima personnel possess
Control No.: MICC 2027-1
CUI//SP-PROCURE//FEDCON
the active domain controller scripts and established operational interfaces with the 93rd and 7th Signal Brigades.
Imminent DEPO Sunset & Cutover to MAPS (31 October 2026): On 31 October 2026, the Army will decommission Defense Enterprise Provisioning Online (DEPO) and fully transition to the Modern Army Provisioning System (MAPS). MAPS introduces an advanced Identity, Credential, and Access Management (ICAM) framework operating under strict DoD Impact Level 5 (IL5) security controls to orchestrate user lifecycles across the entire Army 365 (A365) tenant. Akima technicians have completed platform-specific training and are actively configuring provisioning pipelines. Transitioning to a new vendor during this critical 31 October cutover would sever account creation and lock out thousands of clinical and administrative users.
Vasion Print Zero-Trust Migration: In May 2026, NETCOM directed the elimination of legacy local print servers in favor of Vasion Print (formerly PrinterLogic), a cloud-native, serverless print management architecture aligned with Army Zero-Trust initiatives. Akima is actively reconfiguring print queues across all command facilities.
Classified NSS Tooling (CSfC, WINDAR-S, ADSV): In Fall 2026, OTSG significantly expanded its Secret Internet Protocol Router Network (SIPRNET) operational footprint, requiring immediate technical support for Commercial Solutions for Classified (CSfC), Windows Data-at-Rest–Secret (WINDAR-S), and ABMS DeviceONE SecureView (ADSV). Akima personnel currently hold the specialized system configurations and Secret-cleared touch-labor access required to support these secure enclaves at JBSA.
Army Mobility Program (AMP) Deployment: In June 2026, DISA terminated support for legacy Army DMUC devices, mandating transition to the Army Mobility Program (AMP). Akima is actively provisioning and managing the replacement mobile framework.
Active Authorization to Operate (ATO) Data Packet Completion: Akima is actively completing the formal Assessment and Authorization (A&A) process to achieve Continuous ATO for systems processing Controlled Unclassified Information (CUI). Transitioning to a new mid-stream vendor would halt security control validation, corrupt technical artifacts, and risk complete revocation of the command's ATO.
b. Proposed Contractor’s Unique Capabilities & Workforce Retention: Akima Data Management LLC (ADM) is uniquely qualified in its own corporate right to execute this requirement without operational discontinuity:
Control No.: MICC 2027-1
CUI//SP-PROCURE//FEDCON
GSA Schedule Maturity & Direct Corporate Capabilities: Akima Data Management holds prime GSA MAS Contract 47QTCA24D0062 under SIN 54151S, possessing DCAA-audited and approved accounting systems capable of administering firm-fixed-price enterprise task orders.
Binding Incumbent Workforce Rebadging Agreement: Under established GAO precedent (Allied Universal Security Services, B-417376.2; Battelle Memorial Institute, B-424575), an agency's sole-source justification is legally rational where the designated contractor has established a binding commitment to retain and deploy the incumbent operational workforce possessing non-transferable, site-specific expertise. Akima has executed a formalized workforce retention plan guaranteeing that 100% of the active, Secret-cleared technicians performing on-site duties will be transitioned on Day 1. This captures all personnel holding active Network Enterprise Center (NEC) administrative tokens, AVS registrations, and active migration scripts for AUDS and MAPS, eliminating the 60- to 90-day onboarding void that would otherwise cripple command systems.
Verified Corporate Process Certifications: Akima possesses certified appraisals at CMMI Level 3 for Services, ISO 9001:2015 (Quality Management), and ISO 27001:2013 (Information Security Management), alongside an active Top Secret Facility Clearance.
c. Alternatives Considered:
Civilian Manpower Cap Limits: OTSG/MEDCOM operates under strict civilian staffing caps that restrict hiring additional permanent GS-2210 IT specialists.
Currently, organic IT leadership operates with only two (2) full-time government IT staff (one being a temporary term position). These positions are 100% committed to high-level cyber governance and inherently governmental oversight, leaving zero bandwidth to perform day-to-day Tier II/III help desk ticket resolution or network touch-labor.
Military Signal Reallocation: Military signal personnel are structurally assigned to deployable operational units and medical readiness commands. Diverting active-duty military personnel to perform stationary, commercial desktop support at CONUS headquarters directly degrades tactical readiness.
Conducting a Competitive Procurement: A competitive procurement on GSA MAS requires a minimum of 60 to 90 days PALT plus a 30-day transition. Award must be in place immediately to prevent contract lapse on 12 October 2026.
Competing the requirement would guarantee an unmitigated 90-day break in service during the critical 31 October MAPS cutover, causing systemic collapse

of medical IT services.
Conclusion on Alternatives: Issuing a limited sources task order to Akima Data Management, LLC under GSAM 538.7104-3(b)(1)(ii) is the only viable course of action to maintain mission operations, preserve network ATO accreditation, and protect healthcare delivery.
7. Efforts to Obtain Competition
1. Effective competition. The Government received responses from more than 90 capable Civilian Manpower Cap Limits: OTSG/MEDCOM operates under strict civilian staffing caps that restrict hiring additional permanent GS-2210 IT specialists.
2. Military Signal Reallocation: Military signal personnel are structurally assigned to deployable operational units and medical readiness commands. Diverting active-duty military personnel to perform stationary, commercial desktop support at CONUS headquarters directly degrades tactical readiness.
3. Conducting a Competitive Procurement: A competitive procurement on GSA MAS requires a minimum of 60 to 90 days PALT plus a 30-day transition. Award must be in place immediately to prevent contract lapse on 12 October 2026.
Competing the requirement would guarantee an unmitigated 90-day break in service during the critical 31 October MAPS cutover, causing systemic collapse of medical IT services.
4. Conclusion on Alternatives: Issuing a limited sources task order to Akima Data Management, LLC under GSAM 538.7104-3(b)(1)(ii) is the only viable course of action to maintain mission operations, preserve network ATO accreditation, and protect healthcare delivery.
d. Impact if Not Approved
If this justification is not approved, contractor support will terminate on 12 October 2026:
Active migrations across AUDS, the 31 October MAPS deployment, and Vasion Print will collapse mid-implementation.
Over 4,500 military and civilian personnel will lose service desk support, workstation provisioning, and mobile connectivity.
Control No.: MICC 2027-1
CUI//SP-PROCURE//FEDCON
Vulnerability patching and IAVA remediation will cease, triggering immediate non-compliance and revocation of the command's DoD IL5 Authority to Operate
(ATO).
7. Efforts to Obtain Competition
Market research was initiated via the System for Award Management (SAM.gov) and GSA eLibrary under NAICS 541513. While more than 90 commercial vendors and seven (7) 8(a) concerns responded indicating general commercial capabilities, comprehensive technical evaluation against the complex, in-flight operational environment revealed that only Akima possesses the active platform training, immediate NEC admin tokens, and specialized dual-tenant expertise required to execute active migrations without catastrophic downtime.
Subcontracting Competition & 100% Prime Self-Performance:
Subcontracting competition is not applicable. In direct technical and contracting discussions with Akima Data Management, LLC, the vendor confirmed that 100% of all required services under this task order will be self-performed directly by Akima Data Management, LLC with zero percent (0%) subcontracting. Consequently, no small business subcontracting plan is required pursuant to RFO FAR 19.101(b)(1), and the contractor fully complies with the Limitations on Subcontracting requirements set forth in FAR 52.219-14 (Class Deviation 2021-O0008).
8. Actions to Increase Competition:
This non-competitive order is strictly limited to 42 months (3-year core plus RFO FAR 52.217-8) to stabilize the IT environment. To facilitate future competition, the Government will:
1. Develop a comprehensive, vendor-neutral Technical Data Package (TDP) and unclassified network architecture baseline.
2. Formulate standardized, documented Operating Procedures (SOPs) for all newly deployed systems (AUDS, MAPS, CSfC, Vasion Print).
3. Initiate formal acquisition planning for a competitive follow-on contract at least 18 months prior to the expiration of Option Period 2.
9. Market Research:
In accordance with AFARS PGI 5110.090, market research was conducted from June through August 2026. A formal Sources Sought notice was posted on SAM.gov under W9124J-27R-ENTR (closing 16 July 2026). An evaluation committee of G6 technical personnel evaluated all responses against the PWS requirements over a 30-day period.
Control No.: MICC 2027-1
CUI//SP-PROCURE//FEDCON
While several firms demonstrated baseline capacity for basic Tier I/II support, only Akima Data Management, LLC possessed the verified corporate maturity (CMMI Level 3 / ISO 27001), active Secret-cleared workforce with active NEC administrative access and verified past performance across OTSG/MEDCOM systems to execute the requirement without unacceptable mission risk.

b. Determination of New Requirement and 8(a) Program Release Compliance (13 CFR § 124.504(d) / RFO FAR 19.108-11)
In accordance with Page 9, Paragraph a of the approved and signed Market Research Report, the Contracting Officer has evaluated this procurement to ensure full compliance with statutory consolidation, bundling, and small business program guidelines:
Non-Consolidation Determination (RFO FAR 7.107-2 / 10 U.S.C. § 4241):
This requirement does not constitute consolidation in accordance with RFO FAR 2.101 and RFO FAR 7.107-2. A technical crosswalk between the preceding legacy contracts (W9124J-24-C-0007, W9124J-23-F-0047, and W9124J-24-C-0004) and the current PWS confirms that this acquisition represents a fundamentally new, distinct, and

CUI//SP-PROCURE//FEDCON
transformed operational capability. The legacy efforts were historically descoped to basic, single-site, localized touch-labor and routine hardware maintenance. In contrast, the current PWS establishes an integrated enterprise-wide IT operating model that introduces centralized multi-tier Enterprise Service Desk operations, Zero Trust cybersecurity, hybrid-cloud systems administration, and standardized service level agreements (SLAs) across multiple geographically dispersed installations. Because this acquisition procures a newly defined, substantially transformed operational capability rather than combining continuing legacy contract requirements without change, it is not a consolidated requirement.
Non-Bundling Determination (RFO FAR 7.107-3 / 15 U.S.C. § 632(o)):
This requirement does not constitute bundling under RFO FAR 2.101 and RFO FAR 7.107-3. Bundling is defined as consolidating two or more procurement requirements for goods or services previously provided or performed under separate smaller contracts into a solicitation of offers for a single contract that is unlikely to be suitable for award to a small business concern. Market research conducted under NAICS 541513 ($37.0M Size Standard) confirms that small businesses possess the technical capability and certified personnel to execute this scope. Crucially, the acquisition strategy focuses on an award to Akima Data Management, LLC, a certified Small Disadvantaged Business (SDB) concern under GSA MAS SIN 54151S cross-mapped to NAICS 541513.
Because the resulting contract will be awarded directly to a small business concern, the acquisition strategy fully preserves small business prime contracting participation and completely negates bundling.

Analysis & Exemption from SBA Release:
Control No.: MICC 2027-1
CUI//SP-PROCURE//FEDCON
1. Substantial Transformation (>25% Rule): Under 13 CFR § 124.504(d)(1), where a procurement consolidates work previously performed under separate contracts and introduces newly mandated, enterprise-wide technical architectures (AUDS, MAPS under DoD IL5, Vasion Print, and CSfC/WINDAR-S) that exceed 25% of the baseline scope, operational reach, and technical complexity of the predecessor efforts, the procurement is legally recognized as a "new requirement." This overarching determination applies across all predecessor work, including standalone contracts W9124J-24-C-0007 and W9124J-24-C-0004.
2. Task Order Carve-Out for W9124J-23-F-0047 (13 CFR § 124.504(d)(4)(i)): It is specifically noted that predecessor contract W9124J-23-F-0047 was issued as an individual task order under the GSA STARS III Government-Wide Acquisition Contract (GWAC) 47QTCB21D0359 (whereas 24-C-0007 and 24-C-0004 were standalone contracts). Pursuant to 13 CFR § 124.504(d)(4)(i):
"The requirement that a follow-on procurement must be released from the 8(a) program in order for it to be fulfilled outside the 8(a) program does not apply to task or delivery orders offered to and accepted into the 8(a) program, where the basic contract was not accepted into the 8(a) program." Consequently, task order W9124J-23-F-0047 possesses an independent, secondary regulatory exemption from 8(a) release mandates.
3. No Requirement to Await SBA Concurrence (Court of Federal Claims Precedent): Under controlling federal court precedent (Vinsys Information Technology v. United States, 151 Fed. Cl. 678), when a Contracting Officer reasonably determines that an acquisition is a "new requirement," the agency is not required to request, wait for, or obtain formal release or affirmative concurrence from the SBA. In accordance with 13 CFR § 124.504(d)(1), the agency’s sole procedural obligation is to provide formal written notification to the servicing SBA District Office and the SBA Procurement Center Representative (PCR) prior to award, documenting that the procurement represents a new requirement being fulfilled outside the 8(a) program. Transmittal of this written notice completes the agency's coordination requirement, permitting the Contracting Officer to proceed immediately with contract award.
